In <br /> adc&fion, the Noise Element of the City's General Plan enumerates noise policies. More specifically, excessive and <br /> unreasonable noise levels are defined as noise levels generated by construction activifies, incluc&ng demolifior� <br /> alteration, repair or remodeling of existing structures, and construction of new structures, on properiy within the <br /> City, at more than 110 decibels(dB)measured at any point within a residential c&strict of the City and outride of the <br /> plane of the property. <br /> Therefore, construcfion noise is reguired to be less than 110 dB within residential c&stncts or within 500 feet of a <br /> residenfial c&stnct in the City, and no construction noise is permitZed between the hours of 8:00 P.M. and 7:00 A.M. <br /> the following day. The General Plan reguires all extenor noise sources (construction operafions, air compressors, <br /> pumps,f�s, and leaf blowers) to use available noise suppression devices and technigues to bnng extenor noise <br /> down to acceptable levels compatible with adfacentland uses. <br /> The pnmary sources of noise from the project will be temporary construction noise and operational noise. <br /> Construcfion noise is largely a funcfion of the construction eguipment usec� the locafion and sensifivity of nearby <br /> land uses, and the timing and duration of the noise-generating acfivities Construction noise levels would vary <br /> depenc&ng on construcfion phase, eguipment type and durafion ofuse, c&stance between noise source and receptor, <br /> and presence or absence ofbarriers between noise source and receptor. All noise-generating construction activities <br /> are anticipated to be conducted on weekdays between the hours of 7:00 A.M. and 8:00 P.M. in accordance with City <br /> reguirements. <br /> The DTPP program EIR (pp. 11-20) concluded that new DTPP facilitated multifamily residential development <br /> could be exposed to noise levels exceec&ng City guidelines and State Title 24 standards, resulfing in a potenfially <br /> significant impact Mifigation 11-1 states that a noise study consistent with the reguirements of the California <br /> Build(ng Code shall be conductedfor new multifamily residenfialprojects, and noise reduction measures necessary <br /> to achieve compafibility with the City's Noise Elementguidelines (55 dBA CNEL at sensitive extenor spaces) and <br /> Title 24 standards (45 dBA CNEL within residential units) shall be incorporated into the project This measure, <br /> which shall be reguired as a conc&tion of approval for the projec� will reduce the potenfial noise impacts on the <br /> project to a less-than-signific�t level. <br /> The DTPP program EIR (p. 11-22) also idenfified potentially significant intermittent vibration impacts for <br /> residenfial projects located within 100 feet of the centerline of the Caltrain railroad tracks. The proposed project <br /> site is located more than 1,400 feetfrom the centerline of the railroad and therefore would not be impacted <br /> 18 <br />
