The DTPP program EIR (pp. 10-IS and 10-16) concluded that the South Bayside System Authonty (SBSA) <br /> wastewater treabnent plant would not be significantly impacted by development allowed under the DTPP, which <br /> includes the proposed project The Engineenng Report(p. 2) details the localized on-site and adfacent wastewater <br /> system improvements included in the projec� subject to City review and approval. <br /> f. &g. Accorc&ng to CEQA Guidelines Secfion 15355, "Cumulative impacts refer to two or more inc&vidual effects which, <br /> when considered together, are considerable or which compound or increase other environmental impacts." <br /> "Cumulatively considerable" means that the incremental effects of an inc&vidual project are considerable when <br /> viewed in connection with the effects of past projects, the effects of other current projects, and the effects of <br /> probable future projects. The potenfial cumulative impacts of the project together with these related projects have <br /> been considered for each environmental topic evaluated above. Given the relafively short-term nature of the <br /> project's construction schedule, and the fact that the proposed project will serve an existing community within an <br /> urbanized area consistent with the adopted Downtown Precise Plan, the project is not anticipated to have any <br /> cumulatively considerable impacts beyond those idenfified�d analyzed in the DTPP program EIR. <br /> c. The projectwill nothave environmental effects thatwould cause substantial adverse effects on human beings, either <br /> c&rectly or inc&rectly, beyond those previously identified and analyzed in the DTPP progrmn EIR. <br /> 24 <br />
