8.A. - Page 133 <br /> buildings that do not create grand canyons or escarpments up to ten stories at <br /> sidewalk level to overpower nearby clusters of historical buildings particularly if <br /> they cannot be moved or altered. <br /> 2) In looking at page 18 of the DPP, the plan emphasizes that streets should <br /> double as "outdoor open spaces". No aspect of the Development fulfils that <br /> requirement in that there are no businesses that would attract pedestrians within <br /> the proposed structures and only the minimal twelve foot sidewalks surround the <br /> building. <br /> G. 2.0.2 (page 25) The Development violates the following specific DPP regulations. <br /> 1) The Development violates the requirement that historic resources be placed <br /> first in consideration of any development. <br /> 2) The Development does not effectively break up large vertical or harizontal <br /> masses in a way consistent with the need to create "public frontages"that are <br /> applicable to Bradford Street, as it is described elsewhere in the plan as a"city <br /> streeY'. As such, the DPP requires compliance with the "complete streets"concept <br /> that should make streets like Bradford attractive pedestrian walkways, not simply <br /> the main entrance to a ten story tower and a couple of offices at the street level. <br /> 3) Although the DPP does not"dictate style", the city retains the right to "add <br /> final design touches" in order to insure a development reflects the unique <br /> architecture of the Downtown. Again, a ten story escarpment immediately aaross a <br /> narrow street from a cluster of historic buildings does not comply with this <br /> section. <br /> 4) This Development should have called for additional environmental analysis to <br /> include negative declaration, mitigating declaration or a new environmental <br /> impact report because this "individual project" is the first in the implementation <br /> of the DPP that poses the stark contrast between a ten story tower and a cluster of <br /> historic buildings on an immediately adjacent block. Further, any architectural <br /> review or environmental impact report that did not involve discussion with the <br /> 3 <br />
