8.A. - Page 134 <br /> owners of this cluster of properties denied all of these property owners substantial <br /> rights under any intelligent interpretation of the purposes of the DPP. <br /> H. 2.1 (page 30) This section expresses the intention of the DPP to preserve all <br /> historic resources because they make Downtown "an attractive and unique place". <br /> It is hard to imagine that a ten story escarpment immediately adjacent to the <br /> largest cluster of historic buildings outside of Main Street and Broadway is <br /> consistent with establishin� an "attractive and unique place". <br /> 1) The Development does not comport with the stated goal of insuring that the <br /> growth of Downtown development is done in such a way that it is "compatible <br /> with the area's historic built environmenY'. <br /> 2) The Development does not comport with the DPP's stated goal of preservation <br /> of historic resources with due consideration of"the compatibility with <br /> neighboring structures to the e�ent feasible". <br /> 3) The Development does not mitigate its impact on"strong clusters of historic <br /> resources"whether they are "part of a formal district or not" with the goal of <br /> minimizing the visual impacts on those clusters of buildings. <br /> I. The Development violates the DPP guidelines expressed in the Historic Resources <br /> Preservation Chart (page 31). <br /> 1) "Mitigation" of impacts on historic districts is specifically required before <br /> approval of a development plan. Other than establishing that the Development <br /> will not result in complete destruction of the historic buildings aaross Bradford <br /> Street, no consideration has been given to "mitigation of impacts" of a ten story <br /> development in such close quarters to a cluster of historic buildings. <br /> 2) Height reductions have not been considered by the Development that would <br /> "preserve the character of historic streets" and make appropriate "height <br /> transitions to historic neighborhoods".
