4.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 9, 2013 <br /> SUBJECT <br /> Professional Services Agreement for as needed geotechnical inspection and material <br /> testing services and other type of special inspection and construction support <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the agreement for <br /> professional services with Smith-Emery of San Francisco, CA to provide as needed <br /> geotechnical inspection and material testing services and other type of special <br /> inspection, and construction support for City of Redwood City's various utility <br /> infrastructure and urban facilities projects for an amount not to exceed $123,565.00 and <br /> authorize the City Manager to increase the contract amount up to 10% if necessary. <br /> BACKGROUND <br /> The City undertakes various utility infrastructure projects such as sewer, water and <br /> storm, and urban facilities improvements such as parks, pavement management, <br /> buildings and bridges to ensure the continued reliability of the City's infrastructure and <br /> urban facilities system. Each year, staff from Engineering and Public Works Services <br /> Division identifies areas that require excessive maintenance or experienced repeated <br /> service disruptions and target those areas for improvement. The work often requires <br /> geotechnical inspection and material testing services and other type of special <br /> inspection and construction support. <br /> ANALYSIS <br /> The City issued a request for proposals on September 13, 2013 for inspection and <br /> testing services from the Bay Area engineering community. Three responses to the <br /> solicitation were received by September 25, 2013, pursuant to the formal request <br /> schedule: Smith-Emery, Ninyo & Moore, and 4Leaf, Inc. <br /> Staff reviewed the proposals for compliance with the RFP-defined scope and, based on <br /> interviews, determined Smith-Emery most closely met the needs and expectations of <br /> the City at this time. Professional services are selected based on qualifications rather <br /> than cost, so no cost proposals were made with the submittals. Rates and service <br /> requirements were negotiated with the recommended firm and are presented as part of <br /> the agreement before Council. <br /> Smith-Emery satisfactorily performed similar services for various city agencies <br /> throughout California.
