4.1.E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 9, 2013 <br /> SUBJECT <br /> Increase in Construction Contract amount for the Redwood City Hall Operational, <br /> Security, and Office Renovation Project <br /> RECOMMENDATION <br /> By motion, increase the contract amount by 12.53% for a total amount of $847,246. <br /> BACKGROUND <br /> On May 20, 2013 the City Council awarded the construction contract for the Redwood <br /> City Hall Operational, Security and Office Renovation Project to RC Benson and Sons <br /> Inc. The project consisted of interior tenant improvements to provide improved security, <br /> administrative staff space and better configure the building for meeting space and <br /> teleconferencing. Construction started on May 30, 2013 and was substantially complete <br /> on October 31, 2013. There are some remaining issues under discussion with the <br /> designer and contractor. <br /> ANALYSIS <br /> The contract was awarded for a base bid of $752,879 and the City Manager was <br /> authorized a budget of up to $828,166.90 (base plus ten percent). Two Change Orders <br /> were issued totaling $94,367. The Change Orders are for work completed by the <br /> contractor and accepted by the City. The final change order was negotiated with the <br /> contractor and represents a negotiated savings of approximately $23,000. In order to <br /> pay Change Order #2, in the amount of $43,681.07, additional resources are required. <br /> The additional funds required to complete the project are $19,079.10. The final contract <br /> amount will be $847,246 which is 12.53% higher than the original contract amount. <br /> During construction, unforeseen conditions related to the physical constraints of the <br /> building structure and slight modifications to the design resulted in cost increases. The <br /> existing physical building constraints impacted multiple components for the Heating <br /> Ventilation Air Conditioning system serving the City Attorney space. The modifications <br /> to the design to better configure and improve the security changes to the City <br /> Manager's and Community Development Conference rooms resulted in architectural, <br /> electrical and mechanical modifications to the contractor's original scope of work. <br /> Staff inet with the contractor to evaluate the change orders to ensure the additional <br /> adjustments in scope was in accordance with the requested modifications.
