Groundwater VOC and Fuel General Permit ORDER NO.R2-2012-0012 <br /> NPDES NO.CAG912002 <br /> be reported as"Detected, but Not Quantified,"or DNQ. The estimated chemical <br /> concentration of the sample shall also be reported. For the purposes of data collection,the <br /> laboratory shall write the estimated chemical concentration next to DNQ as well as the <br /> wards"Estimated Concentration" (may be shortened to "Est. Conc."). The laboratory <br /> may, if such information is available, include numerical estimates of the data quality for <br /> the reported result. Numerical estimates of data quality may be percent accuracy(+a <br /> percentage of the reported value),numerical ranges (low to high), or any other means <br /> considered appropriate by the laboratory. <br /> c. Sample results less than the laboratory's MDL shall be reported as "Not Detected," or <br /> ND. <br /> d. Dischargers are to instruct laboratories to establish calibration standards so that the <br /> Minimum Level(ML)value (or its equivalent if there is differential treatment of samples <br /> relative to calibration standards) is the lowest calibration standard. At no time is the <br /> Discharger to use analytical data derived from extrapolation beyond the lowest point of <br /> the calibration curve. <br /> C. Discharge Monitoring Reports (DMRs)-Not Applicable <br /> D. Other Reports <br /> 1. Startup Report: A report on the startup phase shall be included in the first quarterly <br /> monitoring report. This report shall include a certification that a professional engineer <br /> certified in the State of California oversees the treatment system operation and maintenance <br /> activities including the startup work. <br /> 2. Spill Reports: If any hazardous substance is discharged in or on any waters of the state, or <br /> discharged and deposited where it is, or probably will be discharged in or on any waters of <br /> the state, the Discharger shall report such a discharge to this Regional Water Board, at(510) <br /> 622-2369, and to the California Emergency Management Agency, at(800) 852-7550,within <br /> 24 hours of becoming aware of the spill. A written report shall be uploaded on GeoTracker, <br /> with an confirmation email to staff, within five working days and shall contain information <br /> relative to: <br /> a. Nature of waste or pollutant, <br /> b. Quantity involved, <br /> c. Duration of incident, <br /> d. Cause of spilling, <br /> e. Spill Prevention, Control, and Countermeasure Plan(SPCC) in effect, if any, <br /> f. Estimated size of affected area, <br /> g. Nature of effects(i.e., fish kill, discoloration of receiving water, etc.), <br /> h. Corrective measures that have been taken or planned, and a schedule of these activities, <br /> and <br /> Attachment E—Monitoring and Reporting Program E-12 <br />
