7.Anti-backsliding and Antidegradation <br /> Effluent limitations in this Order comply with anti-backsliding and antidegradation <br /> requirements because all effluent limitations are as least as stringent as the limitations <br /> contained in the previously issued Fuel and VOC General Permits. <br /> E. Reclamation Specifications <br /> Reclamation or Reuse Specifications are retained from the previously issued Fuel and VOC <br /> General Permits. Reclamation speci�cations are required because reuse of treated groundwater <br /> is a preferred method of disposal. The basis for these requirements is Resolution No. 88-160. <br /> V. RATIONALE FOR RECEIVING WATER LIMITATIONS <br /> A. Surface Water Limitations <br /> Receiving water limitations V.A.1 and V.A.2 are based on narrative and numeric WQOs in <br /> Basin Plan Chapter 3. <br /> Receiving water limitation V.A.3 is a more general requirement intended to protect receiving <br /> water quality based on water quality standards not expressly addressed in this Order and Fact <br /> Sheet. It is retained from the previously issued Fuel and VOC permits and requires compliance <br /> with all federal and State water quality standards established pursuant to the CWA. <br /> B. Groundwater Limitations <br /> Groundwater limitations are in section 3.4 of the Basin Plan. <br /> VI.RATIONALE FOR MONITORING AND REPORTING REQUIREMENTS <br /> NPDES regulations at 40 CFR 122.48 require that all NPDES permits specify monitoring and <br /> reporting requirements. California Water Code(CWC) sections 13267 and 13383 also authorize the <br /> Regional Water Board to require technical and monitoring reports. This Monitoring and Reporting <br /> Program establishes monitoring and reporting requirements that implement federal and State <br /> regulations. <br /> The principal purposes of a monitoring program are to: <br /> • Document compliance with waste discharge requirements and prohibitions established by the <br /> Regional Water Board, <br /> • Facilitate self-policing by the Discharger in the prevention and abatement of pollution arising <br /> from waste discharge, <br /> • Develop or assist in the development of limitations, discharge prohibitions,national standards of <br /> performance,pretreatment and toxicity standards, and other standards, and <br /> Attachment F—Fact Sheet F-26 <br /> For VOC and Fuel General NPDES Permit No.CAG912002 <br />
