• Prepare water and wastewater quality inventories. <br /> The Monitoring and Reporting Program is a standard requirement in almost all NPDES permits <br /> issued by the Regional Water Board, including this Order. It contains definitions of terms and sets <br /> out requirements for reporting of routine monitoring data in accordance with NPDES regulations, <br /> the CWC, and State and Regional Water Board policies. The Monitoring and Reporting Program <br /> also defines the sampling stations and frequency, the pollutants to be monitored, and additional <br /> reporting requirements. Pollutants to be monitored include all parameters for which effluent <br /> limitations are specified. Monitoring for additional constituents, for which no effluent limitations are <br /> established, is also required to provide data for future completion of RPAs. <br /> The following provides the rationale for the monitoring and reporting requirements contained in the <br /> Monitoring and Reporting Program for this facility. <br /> A. Influent Monitoring <br /> The purpose of influent monitoring is to provide documentation that pollutant loadings are below the <br /> level that the treatrnent system was designed for and to provide a warning if one or more new <br /> pollutants are being extracted that the as-built treatment system was not designed to remove.All <br /> influent monitoring requirements are retained from the previous Fuel General Pernut and the VOC <br /> General Pernut.If there is a discrepancy in monitoring frequency between the two General Permits, <br /> the more frequent requirement was retained. <br /> B. Effluent Monitoring <br /> The purpose of effluent monitoring is to provide documentation that the treatment system adequately <br /> removed all pollutants of concern in compliance with the limitations contained in the Order.Effluent <br /> monitoring data can also indicate if one or more pollutants are detected at levels less than effluent <br /> limits,but greater than trigger levels,which may indicate poor maintenance or other unexpected <br /> problems.All effluent monitoring requirements are retained from the previous Fuel General Pernut <br /> and the VOC General Permit. If there is a discrepancy in monitoring frequency between the two <br /> General Permits,the more frequent requirement was retained. <br /> C. Whole Effluent Toxicity Testing Requirements <br /> The selected test species and frequency of testing are the same as previously issued Fuel and VOC <br /> General Pernuts and appropriately cost effective for the Dischargers covered under this Order. <br /> D. Receiving Water Monitoring <br /> The purpose of receiving water monitoring is to provide documentation about the condition of the <br /> receiving water should any effluent limit violations occur that may harm the life in the receiving <br /> water. The receiving water monitoring frequency is the same as previously issued Fuel and VOC <br /> General Pernuts. <br /> E. Other Monitoring Requirements <br /> The purpose of additional monitoring requirements is to investigate complaints,identify the <br /> discharges that should be regulated by individual NPDES permits,coordinate stormwater <br /> monitoring with municipalities,and quantify potential impacts of extracted and treated groundwater <br /> discharge on the receiving water and the ambient conditions of the receiving waters. <br /> Attachment F—Fact Sheet F-27 <br /> For VOC and Fuel General NPDES Pernut No.CAG912002 <br />
