Police Captain Warner explained the proposed parking management plan stating <br />that the strategy has been to close all but one eastbound lane on Middlefield, <br />between Bradford and Veterans to accommodate the large and medium sized <br />satellite and microwave broadcast trucks. There is also a small overflow parking <br />lot with about 25 spaces on a previously dirt lot about 1 -1/2 blocks from the <br />Middlefield site. He explained the estimate of proposed fees. He stated that in <br />planning three issues were in mind: providing safety and security for the citizens of <br />Redwood City and visitors of the downtown which include member of the media, <br />to work cooperatively with the media to accommodate their needs and make their <br />time as convenient and efficient as possible; adoption of a plan for cost recovery <br />because it is fiscally responsible to do so. <br />Council Members asked various questions related to the specific parking plan and <br />site selection, removal of parking meters and County vs. City responsibilities. <br />Public Comment: <br />Rochelle Wilcox, representing the broadcast media — CBS, NBC, ABC, CNN, <br />Court TV and Fox News, stated their appreciation for the City's cooperation. She <br />stated that the intent of the letter was to express concerns about the fees which <br />began at very high rate and have gotten much more reasonable and closer to <br />where they think they need to be. The largest part of the bill is the securities fees <br />and she stated that under Supreme Court authority cannot be assessed to these <br />media on this trial because the City would be doing it based on the content. She <br />further stated that although the City may plan appropriate measures, those costs <br />cannot be passed along to the media. <br />Council Members asked various questions of Ms. Wilcox and made comments. <br />Recommendation: <br />M/S Bain /Foust to adopt a resolution temporarily closing to generally westbound <br />traffic on Middlefield Road beginning at approximately one hundred and fifty feet <br />from Veterans Boulevard to Bradford Street; suspending the maximum parking <br />period permitted and rate of parking fees on said street; and authorizing the <br />parking of news media vehicles on said street and the City's parking lot at the <br />corner of Main Street and Bradford Street subject to issuance of revocable vehicle <br />parking licenses and payment of established fees. <br />ADOPT RESOLUTION 14573 TEMPORARILY CLOSING TO GENERALLY <br />WESTBOUND TRAFFIC ON MIDDLEFIELD ROAD BEGINNING APPROXIMATELY <br />ONE HUNDRED AND FIFTY FEET FROM VETERANS BOULEVARD TO BRADFORD <br />STREET, HEREINAFTER THE "MIDDLEFIELD PARKING AREA," AND TEMPORARILY <br />CLOSING THE CUL DE SAC OF FULLER STREET FROM ALLERTON STREET <br />GENERALLY EAST TO WINSLOW STREET, HEREINAFTER, THE "FULLER CUL DE <br />SAC; SUSPENDING THE MAXIMUM PARKING PERIOD PERMITTED AND RATE OF <br />PARKING FEES FOR THE MIDDLEFIELD PARKING AREA AND FULLER CUL DE SAC; <br />REGULAR CITY COUNCIL MEETING FEBRUARY 23, 2004 <br />MINUTES PAGE 3 <br />MINUTES Book No. <br />Page No. 157 <br />
