Director Church <br /> said the City had a summer intern who had already begun the Build-Out analysis and is <br /> focusing on "little bites to see what it really means, because the project itself is so huge <br /> and amorphous it is difficult to get a grip on." He said a sample, a reality check, <br /> should be completed by the end of summer, to see if the study is doing what the <br /> Council wants it to do. <br /> MEMO 7/7/98 <br /> In response to Mayor Howard's questions regarding traffic consultants, Director <br /> Nelson said that Dan Smith, traffic consultant, would stay for a year due to the high <br /> priority placed on traffic issues. PUBLIC COMMENTS; <br /> 1) Ed Bailey, 3215 Page Street, asked that the Neighborhood be involved in any <br /> discussions for the Rolison Road Project. He described the successful work <br />- accomplished with the Midpointe Development in his Neighborhood. <br /> Council Member Claire said it was imperative that the Neighborhood be <br /> involved in the Rolison Road Project. He described the difference between a Line <br /> Item Budget and a Program Budget, which is currently employed in the City. <br /> Council Member Claire said an alleged flaw of a Program Budget is its lack of <br /> details, and said former candidates for Council had assailed the 1995 and 1997 <br /> Budgets on that ground. He said the current Budget process appears to have <br /> Council members spend only one or two sessions on the Budget, when in reality <br /> the process is on going. He said the Council establishes priorities and staff <br /> develops costs analysis for them. Council Member Claire said the League of <br /> Cities recommends Program Budgets as an appropriate Budgetary process rather <br /> than a line item Budget. He referred to the letter sent last week by Mr. Pete <br /> Hughes and said many of his comments were appropriate. Council Member <br /> Claire said the supplementary Budget documents delivered to Council and <br /> available to the public do contain a great deal of details, but individuals that have <br /> not been part of the entire process are not aware of the details that are submitted <br /> and available for public review, and may conclude that the Budget is weak on <br /> detail.
