7.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 13, 2014 <br /> SUBJECT <br /> Professional services agreements for on -call services for Engineering development <br /> permit plan review and inspection <br /> RECOMMENDATION <br /> 1. By motion, approve and authorize execution of an agreement with Bureau Veritas <br /> North America, Inc. in an amount upto $300,000 to provide on -call Engineering <br /> development permit plan review and inspection services for a period of one (1) year, <br /> and authorize the City Manager to extend the term of the agreement by another <br /> year, if necessary. <br /> 2. By motion, approve and authorize execution of an agreement with 4Leaf, Inc. in an <br /> amount upto $150,000 to provide on -call Engineering development permit plan <br /> review and inspection services for a period of one (1) year, and authorize the City <br /> Manager to extend the term of the agreement by another year, if necessary. <br /> 3. By motion, approve and authorize execution of Amendment no. 2 for the agreement <br /> with CSG Consultants, Inc. in an amount upto $180,000 to provide on -call <br /> Engineering development permit plan review and inspection services, and extend <br /> the term of the agreement up to December 31, 2014 for a total not -to- exceed <br /> amount of $360,000. <br /> BACKGROUND <br /> Development activity within the City continues at a rapid pace. There has been almost a <br /> 50% increase in the number of permit request in 2013 over the same period in 2012. To <br /> maintain the quality of and responsiveness to the requests for development review, <br /> permits, and inspections the City relies on outside consultants to augment in -house staff <br /> and provide plan review and inspection services in the Engineering Division. <br /> On June 25, 2013 an agreement was executed with CSG Consultants, Inc. for <br /> professional services for on -call engineering service for development review, permitting, <br /> and inspection in the amount of $60,000, which was later amended to $180,000. This <br /> agreement expires on December 31, 2013, however the need for outside resources for <br /> this service exists and is forecast to continue throughout 2014. <br />
