7.1.D. - Page 2 <br /> ANALYSIS <br /> In July 2013, Engineering staff issued a Request for State of Qualification for plan <br /> review and inspection services and received several Statement of Qualification <br /> proposals. After evaluating the proposers' qualification 5 (five) consultant firms were <br /> selected to be included in the pre - qualified list. On October 15, 2013, an RFP was <br /> issued to all of the 5 (five) consultant firms that are in the pre - qualified list. Three (3) <br /> proposals were received and evaluated. These are: Bureau Veritas NA, Inc., 4Leaf, Inc. <br /> and CSG Consultants, Inc. <br /> After the evaluation and interview all three were found to be qualified to provide the <br /> services and had strengths in certain aspects that are useful to city's needs, for <br /> example plan review, staff augmentation and field inspection. Thus staff proceeded to <br /> negotiate contract with all three to ensure adequate and right resources will be available <br /> to meet the varying needs of development services. <br /> Staff recommends approval of the agreements with Bureau Veritas and 4Leaf in the <br /> amount of $300,000 and $150,000, respectively. Both of these contracts are for one <br /> year, with the potential for a time extension up to one year with no increase in contract <br /> value. The contract amounts were determined based on each entity's experience and <br /> areas of strength. <br /> Bureau Veritas' strength is plan review; and it is expected that the permit applications <br /> both pending and anticipated will require more level of effort in plan review than <br /> inspection services. None of the Bureau Veritas staff are immediately available for in- <br /> house staff augmentation. <br /> Conversely, 4Leaf has an extensive pool of resources to support inspection services. <br /> The use of these personnel will be driven by project demands, which are expected to be <br /> less because of the staging of construction for each project. <br /> The contract limits have been set based on this expected work load and demand for <br /> services. Both the contracts are written such that services are rendered, as directed by <br /> the City and only if and when required to service specific project needs. <br /> The current contract with CSG Consultants expires on December 31, 2013. They are <br /> uniquely positioned to provide in -house staff augmentation while we work to fill vacant <br /> but essential positions. Staff's recommendation is to amend the current contract to <br /> increase the contract amount by $180,000, for a total amount of $360,000, and extend <br /> the contract date to December 31, 2014. This will allow for the uninterrupted staff <br /> augmentation services critical for large development projects that require lengthy review <br /> and permitting process. <br /> All of these are on -call service agreements where consultants will be requested to <br /> provide services when need arises and paid for the time spent on providing the <br />
