7.1.F. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 13, 2014 <br /> SUBJECT <br /> Professional Services Agreement with Kennedy /Jenks Consultants for final engineering <br /> design and construction administration for the Walnut Street Interceptor Sewer <br /> Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the professional service <br /> agreement with Kennedy /Jenks Consultants of San Francisco, CA to provide final <br /> engineering design services and construction administration for the Walnut Street <br /> Interceptor Project in an amount not to exceed $237,900.00 and authorize the City <br /> Manager to increase the contract amount up to 10% if necessary. <br /> BACKGROUND <br /> The existing Walnut Street Interceptor was constructed circa 1970. It is a 48 -inch <br /> diameter gravity sewer main that conveys the flows from the west side of U.S. Highway <br /> 101 to the Maple Street Pump Station located east of the highway. All wastewater <br /> generated west of U.S. Highway 101 is carried through this single pipeline to the Maple <br /> Street Pump Station and subsequently pumped into the South Bayside System <br /> Authority's (SBSA) conveyance system for treatment at the SBSA's wastewater plant. <br /> The Walnut Street Sewer Interceptor Project is necessary to ensure the reliability of the <br /> wastewater collection system. This existing pipeline will remain in service and a new <br /> pipeline will be constructed to improve the reliability the sewer system. <br /> Council awarded the preliminary engineering design for the project on August 23, 2010 <br /> to RMC Water and Environment of San Jose, CA. The consultant completed the <br /> evaluation of the alignment options, trenchless crossing alternatives and probable <br /> construction cost. The results of the evaluation were summarized in a technical <br /> memorandum. <br /> ANALYSIS <br /> In September 2013, staff solicited Requests for Proposal (RFP) from sixteen civil <br /> engineering consultants. Based on review of the proposals and interviews with firms, <br /> Kennedy /Jenks Consultants was deemed to be the best qualified firm for this project as <br /> their staff and project team demonstrated the most " trenchless" design /technology <br /> experience and provided an effective labor of effort to complete the project. <br />
