9.A. - Page 2 <br /> Without prejudging the recommendations of the Task Force, the dominant discussions <br /> from both the public and the Task Force have been on recreation, housing, and sea <br /> level rise. The value of the Bay to the City as a source of public benefit, especially <br /> through recreation both on and near, appears to be a consistent theme of the meetings. <br /> Because there are live aboard boaters in the Docktown Marina, and there is an ever - <br /> shrinking pool of such opportunities in the Bay Area, there has been considerable <br /> discussion over the feasibility and viability of some sort of on- the -water living. The Task <br /> Force has been informed that the public trust doctrine and the State Lands Commission <br /> Public Trust Policy, which doctrine and policy are invoked through the State Lands <br /> grant of Redwood Creek to the City, generally does not permit on public trust lands <br /> those uses that do not serve a public purpose, and can be located on non - waterfront <br /> property, such as residential and non - maritime related commercial and office uses. <br /> Finally, the impacts of sea level rise could be quite profound throughout the planning <br /> area, depending upon the final recommendations of the Task Force to the City Council. <br /> The proposed schedule of activity and deliverables is attached to this report for <br /> additional information. The agendas and other Task Force materials are available on <br /> the City's website.
