7.1.B. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager January 13, 2014 SUBJECT Agreement between Redwood City 2020, the City of Redwood City, and the County of San Mateo for Alcohol and Drug Abuse Prevention Services for the fiscal years 2013/14 and 2014/15 RECOMMENDATION By motion, approve and authorize the City Manager to execute the agreement between Redwood City 2020, the City of Redwood City as fiscal agent for Redwood City 2020, and the County of San Mateo for a grant from the San Mateo County Behavioral Health and Recovery Services in the amount of $225,000 for services and programs to be executed January 1, 2014 through June 30, 2015 for alcohol and other drug (AOD) prevention services. BACKGROUND Redwood City 2020 is a collaboration of eight public and nonprofit organizations (including the City of Redwood City) that serve children, youth and families who live in Redwood City and unincorporated North Fair Oaks. The City of Redwood City serves as the collaborative's fiscal agent. Since 2008, Redwood City 2020 has led a cross - agency initiative, called the Prevention Partnership, in Redwood City and North Fair Oaks to address environmental factors that contribute to alcohol and other drug abuse. The above mentioned grant from San Mateo County Behavioral Health supports the work of the Prevention Partnership to: reduce underage alcohol use; increase the number of youth (ages 12 -18) who are actively supported and involved in positive youth development programs and activities; support positive relationships between parents /caregivers and their children; use communication and education strategies to increase parent /caregiver understanding of the role of norms and environmental factors in contributing to underage misuse and abuse of alcohol and other drugs; and build an effective prevention system in Redwood City (as part of San Mateo County). ANALYSIS As the facilitating organization for the Prevention Partnership, Redwood City 2020 will distribute resources from this grant to support activities such as parent and youth educational programs, youth leadership programs, mentorship projects, mental health services, and law enforcement programs to reduce youth's access to alcohol.
