7.1.A. - Page 2 <br /> • Participation of a local jurisdiction's Bicycle/Pedestrian Advisory Committee, <br /> Council, and/or other organizations in the proposed project. Committees that <br /> include actual consumers are strongly encouraged. <br /> • Extent of local match provided. <br /> • The extent to which the project provides access to high use activity centers. <br /> • The extent to which the project addresses an important safety issue. <br /> • The extent to which the project addresses a need listed in the San Mateo County <br /> Comprehensive Bicycle and Pedestrian Plan or a comparable Bicycle and/or <br /> Pedestrian Plan. <br /> The City submitted a grant application requesting $400,000 in funding for a Safe Routes <br /> to School capital project, with a proposed $46,000 in local match. The project will install <br /> pedestrian improvements around five Redwood City School District elementary schools <br /> to increase the safety of children walking and biking to school. Proposed improvements <br /> were identified as "high priority" items and include the following: updating school <br /> warning signage and pavement markings; removing overgrown plants to increase <br /> visibility; installing curb ramps, curb extensions, and warning lights; and installing <br /> pedestrian refuge islands. Although the majority of the proposed improvements are <br /> targeted toward pedestrians, bicyclists will also benefit (e.g. reduced vehicle speeds <br /> due to the implementation of curb extensions and other traffic calming devices). <br /> Measure A funding <br /> On December 9, 2013 the San Mateo County Transportation Authority issued a Call for <br /> Projects for the Measure A Pedestrian and Bicycle Program for this funding cycle which <br /> covers fiscal years 2014 and 2015. A total of $5,400,000 is available for this funding <br /> cycle with maximum grant totals of $1,000,000 per sponsor. A requirement of the grant <br /> application is a resolution in support of the project application by the sponsor agency's <br /> governing board by February 7, 2014. Applications will be scored and ranked according <br /> to project readiness and need, effectiveness, policy consistency, funding, and <br /> sustainability. <br /> The City submitted a grant application requesting $1,000,000 in funding for a Safe <br /> Routes to School capital project, with a proposed $100,000 in local match. The project <br /> will fund additional pedestrian and bicycle improvements within the City that were <br /> identified in the walking/biking audits. Due to the short time frame between the release <br /> of the call for projects and the grant deadline and the disruption of the holidays, staff <br /> submitted a grant application prior to receiving Council approval. <br /> ANALYSIS <br /> TDA Article 3 funding <br /> C/CAG staff received 19 project applications representing a total of $3,768,974 in <br /> requested funding. Of these, 15 applications were for capital projects. Six projects <br /> ($1,353,780 requested) were ranked above Redwood City's application, leaving <br /> $46,220 available for partial funding of Redwood City's Safe Routes to School project. <br /> The Safe Routes to School project is scalable and work may proceed with partial <br />
