9.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 27, 2014 <br /> SUBJECT <br /> US 101/84 Interchange Improvement Project Overview and Community Outreach <br /> Strategy <br /> RECOMMENDATION <br /> Receive staff report on project and community outreach strategy and provide guidance <br /> to the consultant team. <br /> BACKGROUND <br /> The City is continuing work on the 101/84 Interchange Reconstruction Project by <br /> initiating community outreach activities of the Project Approval & Environmental <br /> Document (PA&ED) phase of project development, as well as critical efforts related to <br /> Caltrans coordination and data gathering. <br /> On October 7, 2013, Council authorized the agreement with URS to conduct the <br /> PA&ED phase, which will result in a Project Report and Environmental Document. On <br /> October 10, 2013 the Funding Agreement between the City and Transportation <br /> Authority (TA) was executed and received. On November 18, 2013, Council adopted <br /> Resolution 15304, which approved the Cooperative Agreement between the City and <br /> Caltrans, which defines the respective obligations of these parties for the 101/84 <br /> Interchange Improvement Project PA&ED. The Cooperative Agreement was executed <br /> by Caltrans on December 12, 2013 and received by the City on December 17, 2013. <br /> Caltrans, as owner and operator of the facility, is the Lead Agency for CEQA and NEPA <br /> activities, and ultimately is responsible to approve the products of this phase of work, <br /> which will reflect the recommendations of the community and the City Council. <br /> ANALYSIS <br /> The successful acceptance of this phase of work is dependent on adherence to <br /> Caltrans's technical and community participation standards and procedures, which <br /> stipulate that resulting alternatives have been fully vetted by the community at large. As <br /> the project sponsor for a Caltrans facility, the Council has obligated the City to address <br /> the purpose and need of the Project and meet Caltrans standards and procedures to <br /> gain approval of the work by Caltrans. Previously used purpose and need statements <br /> for the project are included as an attachment; a formal purpose and need statement for <br /> the project will be finalized over the coming months. The City Council is a fundamental <br /> partner in developing project alternatives. <br />
