ATTACHMENT 2 <br /> 9.B. - Page 55 US101/84 Woodside Road Interchange <br /> em � PA/ED Phase <br /> imams Transportation <br /> Authority <br /> Previous Purpose and Need 1 <br /> Route 84 is one of only three east-west links between the Peninsula and the East Bay Area. It plays a vital <br /> role in the economy of the entire San Francisco-Oakland Bay Area region by linking major office, <br /> commercial, and residential developments in San Mateo County with the East Bay Area. Properties <br /> surrounding the interchange at 101/84(Woodside Rd) are a mixture of light industrial and commercial uses. <br /> Development of these land uses over the years has deteriorated the level of service of the local roadway and <br /> highway system in the area. <br /> The purpose of the proposed project is to alleviate existing and projected peak hour traffic congestion at the <br /> Route 101/84(Woodside Road) Interchange and to provide traffic improvements in the vicinity of the <br /> interchange.The completion of the interchange project will enhance mobility, public safety, and improve <br /> traffic operations at the intersections of Woodside Road/Seaport Boulevard,Woodside Road/Veterans <br /> Boulevard, Woodside Road/ Broadway Avenue, and Woodside Road/ Bay Road. <br /> The existing peak direction on Route 101 in the vicinity of the interchange with Route 84 is northbound in the <br /> AM peak hours and southbound in the PM peak hours. During the AM peak hour, Route 101 carries <br /> approximately 7,770 vehicles per hour (vph) and 8,220 vph in the northbound direction north and south <br /> of the Woodside Road interchange. During the PM peak hour, Route 101 carries approximately 7,950 vph <br /> and 7,800 vph in the southbound direction north and south of the Woodside Road Interchange. <br /> Northbound Route 101 mixed flow traffic experiences LOS F in the AM peak hours. Other segments of US <br /> 101 would operate at LOS E or better during the peak hours. All merging and diverging vehicles at the ramp <br /> junctions to Woodside Road experience LOS F in the AM or PM peak hours. <br /> The signalized intersection at the Route 101 southbound off-ramp/ Broadway/Woodside Road and at the <br /> unsignalized intersection at Seaport are currently operating at LOS F in both peak hours. However, the <br /> coordinated signal system on Woodside Road at Veterans, Broadway, and Bay operate at D and E in the AM <br /> and PM Peak hours, respectively. <br /> 1 Per Caltrans approved documents(Supplemental PSR dated 6-13-06) <br />
