7.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 27, 2014 <br /> SUBJECT <br /> Installation of Stop Signs on Redwood Avenue at Gordon Street <br /> RECOMMENDATION <br /> Confirm determination that the Project is exempt from CEQA. <br /> Approve, by resolution, the installation of stop signs on Redwood Avenue at the <br /> intersection with Gordon Street. <br /> BACKGROUND <br /> Many residents living near the intersection of Redwood Avenue and Gordon Street are <br /> concerned with traffic safety and undesirable driving behavior in the neighborhood. <br /> Staff has evaluated the conditions at this intersection and recommends that new stop <br /> signs be installed on Redwood Avenue at its intersection with Gordon Street. Gordon <br /> Street, (the minor-volume street) is already stop-controlled and would remain stop- <br /> controlled. As proposed, Redwood Avenue, (the major-volume street) would be stop- <br /> controlled and the intersection would then become a multi-way (four-way) stop- <br /> controlled intersection. <br /> Staff reviewed roadway safety concerns expressed by residents of Redwood Avenue <br /> and Gordon Street. Specifically, their concerns about the lack of sufficient traffic control, <br /> the difficulty navigating the intersection, and the increasing amount of accidents <br /> ANALYSIS <br /> The Redwood Avenue/Gordon Street intersection meets the criteria set forth in the <br /> California Manual of Uniform Traffic Control Devices for the installation of stop signs, <br /> due to the number of collisions that occurred at the intersection over the last year. <br /> A traffic and speed census near the intersection indicates that Redwood Avenue carries <br /> about 3,161 vehicles eastbound and 3,874 vehicles westbound per day. A similar study <br /> conducted on Gordon Street found that the northbound approach carries about 828 <br /> vehicles per day and southbound carries about 252 vehicles per day. The eighty-fifth <br /> percentile speed on Redwood Avenue was approximately 32 miles per hour in both <br /> directions. On Gordon Street, the eighty-fifth percentile speed is 28mph in the <br /> northbound direction and 24mph in the southbound direction. The data indicates that <br /> there are some elevated speeds on Redwood Avenue. <br />
