7.1.D. - Page 2 <br /> The initial examination of police collision reports for the intersection found that there <br /> were 10 reported collisions at or near this intersection in last ten years, through 2012. <br /> The largest number of collisions occurred in 2012, with three reported collisions. In <br /> 2013, there have been 7 reported collisions at the intersection of Redwood Avenue and <br /> Gordon Street. The increase in collisions over the last two years suggests that there is <br /> driving behavior on the street that cannot be solely corrected through police <br /> enforcement. Installation of the stops signs should mitigate the situation and is being <br /> recommended as a means to prevent future collisions. For this reason, city staff <br /> recommends the installation of all-way stop signs to Redwood Avenue. <br /> The proposed stop signs can potential increase pedestrian safety and convenience at <br /> this intersection by requiring all vehicles to stop. Hawes Elementary School is located <br /> approximately three blocks from the intersection of Redwood Avenue and Gordon <br /> Street and is within walking distance for students. Red Morton Community Center is <br /> located approximately three blocks from the intersection of Redwood Avenue and <br /> Gordon Street and is within walking distance. <br /> A survey was mailed to the neighborhood to gauge the support for the installation of <br /> stop signs at the intersection. Of the 23 surveys that were returned to the city, 21 were <br /> in support of the stop sign installation and 2 were against it. Two of the four residences <br /> at the corners responded to the survey, both in support of the stop sign installation. <br /> Stop sign installations are permanent. Once installed, stop signs should not be removed <br /> because of the potential for confusion. There are some negative impacts associated <br /> with the proposed installation including increased braking and accelerating by vehicles <br /> and increased travel times. <br /> If approved, installation of the new stop signs will begin within two weeks. <br /> ALTERNATIVES <br /> Council may choose to not approve the installation of the proposed stop signs, and <br /> direct staff to investigate other options to address community concerns and to mitigate <br /> future collisions. <br /> FISCAL IMPACT <br /> The cost of stop-sign installation is approximately $2,500.00. Funds are available for <br /> this purpose from the Gas Tax Construction Fund— Traffic Calming which has sufficient <br /> available balance. Minor maintenance costs will be incurred in future years. <br />
