'" <br /> Colleen Jordan, 84 Eddystone Court, supports this moratorium, and requested that the issue <br /> - of allowing public access be added to the proposed resolution at this time, as thousands of <br /> citizens use the levees every day, and suggested we ask Foster City how they handled a <br /> similar matter. <br /> Elliot Katz, 131 Caminto, Veterinarian, expressed appreciation for City efforts and <br /> suggested minimum of six months for moratorium as more time is needed to develop <br /> alternative plans to avoid trapping and also protect any endangered species. He encouraged <br /> stronger wording in resolution to include a study and accounting of the Clapper Rail and <br /> other listed species before levee protection is built. <br /> Pete Hughes, 18 Admiralty Court, commended the Council for this action and suggested <br /> there should be some protection from the Federal government abusing local authorities and <br /> citizens rights as they have regarding this levee protection issue. <br /> The City Attorney provided information regarding the legal jurisdiction and citation <br /> authority of the Army Corps of Engineers. <br /> Tonya Light, 30 Borel Avenue, expressed appreciation for Council's efforts, requested the <br /> resolution wording be changed to reflect animal protection groups and not animal rights, <br /> and encouraged Redwood City to research U.C. Davis papers as to the species of wildlife <br /> that live in this habitat. <br /> - <br /> Vice Mayor Ruskin, maker of the motion and Councilmember Claire, who seconded the <br /> motion, approved a amendment to the motion to include the wording change to the <br /> proposed resolution of "animal protection group" and change to a six-month moratorium, <br /> and to not include any specific directions or public access wording and adopt Resolution <br /> No. 13503. The motion carried with a unanimous vote by roll call. <br /> The City Manager explained the City's past unsuccessful attempts to try to prevent public <br /> access closure on the levees by the federal agencies involved. <br /> Council Member Hartnett suggested that a letter from the Mayor on behalf of the Council, <br /> contain more specifics on alternatives to trapping be included when the Resolution is <br /> forwarded to our Federal representatives. <br /> It was the consensus of Council that a letter from the Mayor, on behalf of the Council, be <br /> forwarded with a copy of the Resolution to our four representatives at the Federal level. <br /> MEMO 10/27/98 <br /> Mary Paglieri, 3758 Farmhill, thanked the Council for supporting this resolution of <br /> moratorium and noted we must come, up with viable alternatives soon, <br /> - <br /> REGULAR COUNCIL MEETING MINUTES BOOK NO. 57 OCTOBER26,I998 <br /> MINUTES Page No. 189 PAGE 5 <br />
