Announcements by Council Members <br /> Council Member Claire was notified that a political partisan endorsement letter was <br /> recently mailed out by two of our Council Members on City Letterhead which is against <br /> Council policy. He requested this matter be agendized to develop a policy as to how to <br /> prohibit it this from happening again, as it appears unethical. <br /> Council Member Leipzig, stated as he was one signer, the City logo was only used and <br /> there was no attempt to mislead noting others do it and that it conforms legally. <br /> It was the consensus of Council to agendize this matter at a future Council meeting. <br /> MEMO 10/27/98 <br /> Mayor Howard reminded October 31" is a cleanup on James Street, and invited all to attend <br /> and please join us for a barbecue at 1 p.m. <br /> Recess - 9:10 p.m. to 9:22 p.m. <br /> 8. STAFF REPORTS <br /> A. Consideration of Policy Guidelines to the Peninsula Corridor Joint Powers Board <br /> Regarding the September 11, 1998 Caltrain Rapid Rail Study (702) <br /> Community Development Services Manager Patterson reported on the proposal received <br /> from the Peninsula Corridor Joint Powers Board affecting Redwood City, noting the overall <br /> improvements to the Caltrain System will increase capacity from 7,800 to 18,200 during <br /> peak periods when the $1.7 billion dollar improvements are completed in the next 20 years. <br /> Howard Good, Joint Powers Board Representative, noted there are 14 grade separations in <br /> the study and it is the responsibility of the Board to look at how to enhance use of Caltrain <br /> on the peninsula. He explained the Board is willing to look at what ever the Council <br /> determines which is feasible for Redwood City. He invited interested parties to attend their <br /> November 5 meeting at 10 am, to comment or make specific recommendation from your <br /> Council. <br /> MIS Ira/Ruskin to oppose all recommendations pertaining to Redwood City and direct staff <br /> to write a letter stating that none of the proposed projects be pursued in Redwood City and <br /> directed the Mayor and Vice Mayor attend the November 5th Caltrain JPB meeting. <br /> Council Member Hartnett noted that a significant investment needs to be made in the rail <br /> corridor but the process is too short and quick for determination as early as December.
