The <br /> Senior Planner explained the necessity to inventory and photograph all illegal or non- <br /> conforming signs. Attorney Boland explained that judges tend to dismiss such cases due <br /> to crowded calendars and more important issues as per their perspective. <br /> Discussion ensued regarding the practical and legal difficulties involved and policy <br /> options regarding grandfathering existing non-conforming signs, amortize all or partial <br /> signs, requirements and enforcement process. <br /> There was agreement that it was in the best interest of the City to adopt some form of <br /> new sign regulations, to give staff a clearer situation to describe to applicants. It was <br /> understood that the draft ordinance would be presented to the Planning Commission for <br /> recommendation and that the Commission would make a recommendation on the issue of <br /> amortization to the Council. Staff also committed to develop as detailed an estimate of <br /> the costs to enforce the ordinance as possible. <br /> 3.
