The City Council hereby finds that issuing parking permits to the public for <br /> the 75 parking spaces within the Sequoia Parking is necessary and convenient for the <br /> public and is in furtherance of the purpose for which the parking spaces were acquired. <br /> The City Council hereby authorizes the City Manager to issue parking permits for the <br /> public in accordance with the following schedule and according to the following fees: <br /> 3.
