ATTACHMENT 3 NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION BY THE CITY OF REDWOOD CITY AS FOLLOWS: Section 1. The Planning Commission finds that the above recitals are accurate and constitute findings in this matter and, together with the Staff Report and the application materials, including without limitation consideration of Addendum No. 2 and the 2003 EIR, Project plans, and all other documents, reports, studies, memoranda, maps, oral and written testimony, and materials in the City's file for the applications and the Project, and all adopted City planning documents relating to the Project and the property including the City's General Plan, Municipal Code, Zoning Ordinance, and other applicable City laws and regulations, and all associated approved and certified environmental documents, have together served as an adequate and appropriate evidentiary basis for the findings and actions set forth in this Resolution. Section 2. Addendum No. 2: The Planning Commission finds that: a. Addendum No. 2 was prepared in accordance with all legal requirements, including CEQA Guidelines section 15164. b. The Planning Commission has reviewed and considered Addendum No. 2 and other information in the entire record and has considered the information contained therein, including the written and oral comments received at the public hearing on the Project, prior to acting upon or approving the Project. c. Based on substantial evidence in the record, the proposed Project is within the scope of the previously certified Marina Shores Village Environmental Impact Report (2003 EIR) and associated Addendum No. 1 (2007) for the purposes of CEQA. The mitigation measures and Statement of Overriding Considerations associated with certification of the 2003 EIR address the environmental effects of the Project. Accordingly, all applicable mitigation measures and the Statement of Overriding Considerations for the significant unavoidable impacts, including without limitation Impact 7-15 (Cumulative [2020] With Project Impact on the El Camino Real / Whipple Avenue Intersection), are hereby reconfirmed and readopted. d. As set forth in CEQA Guidelines section 15162(a), there are no new significant impacts nor any increase in the severity of previously identified impacts and no new mitigation measures are required beyond those identified in the 2003 EIR. e.
