7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 10, 2014 <br /> SUBJECT <br /> Resolution Amending Recycled Water Service Area Map <br /> RECOMMENDATION <br /> Adopt a Resolution to Consider the Addendum to the Mitigated Negative Declaration for <br /> the Redwood City Recycled Water Project; and Amend the Recycled Water Service <br /> Area Map to Expand Coverage in the Central Redwood City and Greater Bayfront <br /> Areas. <br /> BACKGROUND <br /> In July of 2008 Redwood City adopted a recycled water use ordinance to establish a <br /> policy that recycled water be used for non-potable purposes within a Recycled Water <br /> Service Area. The Recycled Water Service Area adopted at that time was determined to <br /> be the area most likely to have recycled water available for non-potable uses. <br /> The Recycled Water Use Ordinance defines the Recycled Water Service Area as the <br /> precise geographical area designated by the City and as adopted by the City Council to <br /> which the City will provide recycled water service where it has been determined to be or <br /> is expected to be available. <br /> ANALYSIS <br /> Since the ordinance's adoption in 2008, there has been proposed and planned <br /> development within the Redwood City Potable Water Service Area boundaries that is <br /> not included in the Recycled Water Use Area. These projects offer the potential for <br /> significant non-potable use of recycled water when it becomes available, and requires <br /> amending the Recycled Water Service Area and map. To include the use of recycled <br /> water for these developments staff recommends amending the recycled water service <br /> area map to expand coverage in the Central Redwood City and Greater Bayfront Areas <br /> of the Recycled Water Use Area to the limits of the Potable Water Service Area <br /> boundaries. <br /> Expansion of the Recycled Water Use Area enables the extension of recycled water to <br /> the planned development of Stanford in Redwood City. It also provides for potential <br /> uses such as recycled water use in large areas such as Menlo County Club, which is <br /> discussing with the SFPUC opportunities to switch from Hetch Hetchy water to recycled <br /> water for certain uses. <br />
