7.1.E. - Page 2
performance, comparable salary market data, and cost of living. The most recent salary
increases for these positions were approved in August, 2011 for the City Attorney,
January, 2012 for the City Clerk, and April, 2012 for the City Manager. No increases
were granted in fiscal year 2012-2013. The benefits for these positions are equivalent
to those outlined in the Executive Management Summary of Benefits; therefore, as
noted above, these positions also participate in the pension cost-share agreements as
well as the forthcoming reduction and elimination of the employer-paid member
contribution. In recognition of the additional contributions and salary deductions, as well
as the previous year's salary freeze, it is recommended that Council increase the
salaries for these positions by 3%, equivalent to the range adjustments for other
Executive Management classifications.
ALTERNATIVES
Council may choose one of the following alternatives to this recommendation:
1. Not grant salary increases for Council-appointed positions at this time; or
2. Grant alternative increase amounts to any or all Council-appointed positions.
FISCAL IMPACT
The total cost of salary and salary-related benefits for these increases is $21,469 for
fiscal year 2013-2014. These increases were included in the assumptions used to
develop the 2013-2014 budget and are partially offset by the increase of the employee
share of pension costs effective this fiscal year.
ENVIRONMENTAL REVIEW
This resolution is not a "project" within the meaning of the California Environmental
Quality Act.
