7.2.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 10, 2014 <br /> SUBJECT <br /> Award of Contract — Main Public Library Counter Streamlining Project <br /> RECOMMENDATION <br /> By motion, approve the contract documents and award the standard form construction <br /> contract for the Main Public Library Counter Streamlining Project to Southwest <br /> Construction & Property Management of San Bruno, California for their responsive and <br /> responsible low base bid of $142,209.00; authorize the City Manager to execute the <br /> contract and increase the contract amount, if necessary, up to 10% of the amount <br /> awarded, not to exceed $156,429.90; and determine that the project is exempt under <br /> CEQA. <br /> BACKGROUND <br /> The main library at 1044 Middlefield Road was last renovated in 2009 to install new <br /> HVAC equipment and construct interior space improvements. Those improvements <br /> included reconfiguring second floor interior space to better accommodate Project Read <br /> activities, the addition of thirty internet stations, a new Teen Area, expansion of the <br /> language activities area, and completion of quieter study rooms. <br /> This new project consists of interior library replacement and reconstruction work, <br /> including workflow improvement at the lobby and addition of automated sorting <br /> equipment. The work consists of interior demolition and disposal of existing casework, <br /> installation of column stations, electrical connections, lighting updates, signs and <br /> installation of the automated material handling system, and does not include any work <br /> to the exterior of the main library. <br /> ANALYSIS <br /> Six (6) bids were received at the bid opening on January 15, 2014 and are summarized <br /> below. <br /> Bidder Bid Amount <br /> Southwest Construction & Property Management $142,209.00 <br /> R&R Design and Construction Corporation $189,000.00 <br /> R.C.
