7.2.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 10, 2014 <br /> SUBJECT <br /> Agreement for Professional Services with Wood Rodgers, Inc. for storm system <br /> modeling, capacity and condition assessment, and master planning services for the <br /> Eastern Low-lying Area <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute agreement for <br /> professional service with Wood Rodgers, Inc. in the amount of $178,102.00 for storm <br /> system modeling, capacity and condition assessment, and master planning services for <br /> the Eastern Low-lying Area; and, authorize the City Manager to increase the contract <br /> amount up to 10%, if necessary. <br /> BACKGROUND <br /> The City is divided into several major drainage areas, each with its own unique <br /> characteristics and challenges. Each area can be considered its own storm system, and <br /> through the years separate specific studies have been conducted at different times to <br /> address each area's needs. <br /> The current master planning effort addresses specifically the Eastern Low-lying Area of <br /> the City. This area is generally bounded by Highway 101 to the north, Chestnut Street to <br /> the east, El Camino Real to the south, and Cordilleras Creek to the west. <br /> The Eastern Low-lying Area consists of five drainage basins with six pump stations to <br /> collect stormwater from local drainage systems by gravity and pump out to the channels <br /> open to the Bay. The six pump stations are Price, Veterans, Bradford, Oddstadt, Maple <br /> and K-mart. Maple pump station pumps to a drainage channel on the east side of <br /> Highway 101, which then flows into K-mart pump station and discharges into the Bay. <br /> This area is at or below the elevation of expected tides. Man-made barriers such as <br /> Highway 101 protect the south side of the area from the tide. However, the area north of <br /> 101 is highly affected by tidal waters. Currently, the City is conducting an Inner Harbor <br /> Specific Plan to address the future development of the area north of 101. <br /> The Storm System Master Plan analysis will include the development of a storm system <br /> hydraulic model to assess the capacity of the system, and a condition assessment of <br /> the collection pipes and pump stations for the Eastern Low-lying Area. Based on the <br /> capacity and conditions analysis, a recommended capital improvement plan with priority <br /> ranking will be formulated. <br />
