7.2.C. - Page 2 <br /> ANALYSIS <br /> A Request for Proposals for the Storm System Modeling, Capacity and Condition <br /> Assessment, and Master Planning Services for the Eastern Low-lying Area was sent on <br /> October 7, 2013 to the twelve hydraulic consultant firms on the City's pre-qualified list of <br /> firms. Proposals were received on November 12, 2013 from four firms: West Yost, BKF, <br /> WRECO, and Wood Rodgers. A staff panel ranked the proposals based on project <br /> approach, understanding of the project purpose, expert knowledge of project technical <br /> elements, and past experience with similar projects. Based on the above criteria, Wood <br /> Rodgers ranked highest. After the review process, cost negotiation began with the <br /> highest ranked firm. <br /> The final project deliverable consists of a hydraulic model, a conditions assessment <br /> report, and a capital improvement plan for the storm system for the Eastern Low-lying <br /> Area. The project is anticipated to be completed within nine months from project <br /> initiation. <br /> ALTERNATIVES <br /> Council may choose not to authorize the agreement with Wood Rodgers, Inc. and direct <br /> staff to reevaluate work scope and/or select another consultant. <br /> FISCAL IMPACT <br /> Funds are available in the Capital Projects Fund— Storm System account which has an <br /> available balance of $2,282,650.32 as of December 31, 2013. <br /> ENVIRONMENTAL REVIEW <br /> The City of Redwood City has determined that this report does not propose any <br /> action(s) at this time that constitute a project as defined by the California Environmental <br /> Quality Act (CEQA). <br /> GRACE LE, PE <br /> SENIOR CIVIL ENGINEER <br /> y� <br /> BILL EKERN <br /> COMMUNITY DEVELOPMENT DIRECTOR <br /> ROBERT B.
