7.1.A. - Page 11
methods in which the project is undertaken. Project pipe alignments will remain within the
City right-of-way and construction methods are anticipated to remain the same.
Due to the similarity of construction methods and pipe alignment within the City right-of-
way that are anticipated within the expanded Recycled Water Service Area the City
believes that there will not be any new significant effects of or increase in severity of any
previously examined effects as required in 15162(a)(3)(A)&(B). Additionally it is
anticipated that there will not be a change to the mitigation measures or the feasibility of
the mitigation measures which could substantially reduce one or more significant effects
on the environment as required in 15162(a)(3)(C)&(D).
Expansion of the Recycled Water Service Area does not include approval or
construction of any new recycled water facilities within the Service Area. When new
recycled water facilities are proposed within the expanded Service Area, they will
undergo their own CEQA evaluation at that time.
Accordingly, the City has determined that none of the criteria set forth in the CEQA
Guidelines cited above have been triggered by expansion of the Recycled Water Service
Area. It is the City's determination that an Addendum to the 2003 MND for the recycled
water project is the appropriate CEQA document for the purpose of this action. The
updated Service Area Map does not result in the identification of new environmental
impacts nor increase the severity of previously identified environmental impacts. The
Addendum has identified that the proposed update to the Service Area does not result in
any new conclusions about project impacts or mitigation measures that were not
identified in the 2003 MND.
Circulation and Consideration of Addendum
Under Section 15164(c) of the CEQA Guidelines, an Addendum does not need to be
circulated or noticed for public review. The decision making body (i.e., City Council) is
required to consider the Addendum with the MND prior to making a decision on the
project (CEQA Guidelines Section 15164[d]). The Addendum will be provided to the City
Council for its consideration of a resolution to amend the Recycled Water Service Area.
The Addendum will also be posted to the City's website (www.redwoodcity.orq) and is
available at the Redwood City Community Services Department, 1017 Middlefield Road,
Redwood City, CA 94064.
ATTACHMENTS
A.
