7.1.A. - Page 12 ATTACHMENT A <br /> ENVIRONMENTAL DOCUMENTATION <br /> FOR <br /> REDWOOD CITY RECYCLED WATER PROJECT <br /> The City of Redwood City prepared an Initial Study/Mitigated Negative Declaration <br /> (IS/MND) for the Redwood City Recycled Water Project (State Clearinghouse #2002062076). <br /> The IS/MND was circulated through the California State Clearinghouse process for a period of <br /> 30 days (June 20 to July 20, 2002). Pursuant to Redwood City CEQA procedures, the <br /> Redwood City Planning Commission adopted the IS/MND on August 6, 2002. <br /> Subsequent to adoption of the IS/MND, a greater interest in the public health aspects of the <br /> recycled water project emerged. In response to this interest, the City prepared and circulated <br /> an Addendum to the IS/MND to provide supporting documentation and technical information <br /> regarding public health considerations related to recycled water projects. The Addendum <br /> was circulated from May 13 to June 9, 2003. The City received comments on the <br /> Addendum and issued a Response to Comments document on July 24, 2003. The City <br /> Council adopted the IS/MND, including the Addendum and Response to Comments on the <br /> Addendum, by Resolution No. 14544 at its noticed public meeting of July 28, 2003. The City <br /> Council subsequently approved the Redwood City Recycled Water Project by Resolution No. <br /> 14547 at its noticed public meeting of August <br /> 11, 2003. The City filed a Notice of Determination (NOD) with the State Clearinghouse on <br /> August 13, 2003. No legal challenge was filed to the NOD. <br /> The recycled water storage facilities were covered under a separate CEQA document (EIR <br /> for Redwood Shores Bayfront Specific Plan) because they were located within lands <br /> owned by the South Bayside System Authority (where the recycled water is produced) that <br /> were part of a separate planning process. <br /> The City issued a second Addendum to the IS/MND in January 2008 for the realignment of a <br /> portion of the transmission pipeline in what was known as "Bid Package 8." <br /> The following documents constitute the CEQA environmental documents for the Redwood <br /> City Recycled Water Project: <br /> • Draft (October 2001) and Final (March 2002) Environmental Impact Reports for the <br /> Redwood Shores Bayfront Specific Plan <br /> • Initial Study/Mitigated Negative Declaration (IS/MND) for the Redwood City <br /> Recycled Water Project(June 2002) <br /> • Addendum to MND for the Redwood City Recycled Water Project (May 12, 2003) <br /> • Responses to Comments on the Addendum to the MND for the Redwood City <br /> Recycled Water Project(July 24, 2003) <br /> • City Council Resolution No. 14544, Adopting the Mitigated Negative Declaration for <br /> the Redwood City Recycled Water Project(July 28, 2003) <br /> • City Council Resolution No. 14547, Approving the Redwood City Recycled Water <br /> Project and Associated Facilities (August 11, 2003) <br /> • Notice of Determination (August 13, 2003) <br /> • Addendum to MND for realignment of transmission pipeline (January 2008) <br />
