7.2.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 10, 2014 <br /> SUBJECT <br /> Award of Contract — Carson Reservoir Seismic Improvement Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the contract documents <br /> and award the standard form contract 00520 for the Carson Reservoir Seismic <br /> Improvement Project to Anderson Pacific Engineering Construction, Inc. of Santa Clara <br /> for their responsive and responsible low bid of $579,210.00; and, authorize the City <br /> Manager to increase the contract amount, if necessary, up to 10% of the amount <br /> awarded, not to exceed $637,131.00. <br /> BACKGROUND <br /> On October 10, 2011, the City Council accepted the Water System Master Plan Report <br /> and directed staff to move forward with specific recommendations for future Council <br /> consideration. As part of The Water System Master Plan, a seismic vulnerability <br /> assessment was performed to prioritize seismic improvements based on condition <br /> assessments of tanks and pump stations and an analysis of system pipeline <br /> performance during seismic events. <br /> ANALYSIS <br /> The Carson Reservoir Seismic Improvement Project will inspect and replace damaged <br /> lumber of the existing wood roof system in addition to installing modifications to the roof <br /> system to improve seismic performance. Modifications also include installing water <br /> sampling stations to monitor water quality, installing an access ladder, remove and <br /> replace the inlet pipe to improve water circulation within the reservoir and perform <br /> necessary crack repair within the reservoir. <br /> The five (5) bids received at the bid opening on December 18, 2013, are summarized in <br /> the table below. <br /> Bidder Bid Amount <br /> Anderson Pacific Engineering Construction, Inc. — Santa Clara $579,210.00 <br /> Ashron Construction & Restoration, Inc— Milpitas 691,434.00 <br /> Southwest Construction & Property Management — San Bruno 798,793.00 <br /> Pacific Infrastructure Corp. — Pleasanton 901,834.00 <br /> US Matrix Construction, Inc. — Pittsburg 932,260.00 <br />
