7.2.E. - Page 2 <br /> The low bid of $579,210 submitted by Anderson Pacific Engineering Construction, Inc. <br /> is lower than the engineer's estimate of $800,000 to $1,000,000. Anderson Pacific <br /> Engineering Construction has successfully completed similar projects in the past and is <br /> a qualified contractor. Based on the bids received, staff believes that the low bid is <br /> reasonable and recommends awarding the contract to Anderson Pacific Engineering <br /> Construction, Inc. <br /> Construction is expected to begin in late February 2014, and conclude within 120 <br /> calendar days. The Carson Reservoir site is not located in the public right of way so <br /> impacts to residents and businesses are expected to be minimal. The City will give <br /> notice to all residents and businesses that might be affected by the construction. <br /> Signage that contains project information will be posted at the construction sites and <br /> construction updates will be available on the city's website. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and direct staff to redesign and/or rebid <br /> this project. Continued deterioration of the roof system may lead to total collapse during <br /> a seismic event. <br /> FISCAL IMPACT <br /> Funds for the general work of this project have been approved and appropriated in the <br /> Fiscal Year 2013/14 budget as Water Fund Capital Projects — Carson Tank <br /> Rehabilitation which has an available balance of $1,000,000.00as of December 31, <br /> 2013. 75% of the project's construction cost will be reimbursed by FEMA/Cal OES <br /> through the FY2012 Pre-Disaster Mitigation Competitive Grant which has been <br /> accepted by City Council on September 9, 2013. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that the Carson Reservoir <br /> Seismic Improvement Project meets the California Environmental Quality Act (CEQA) <br /> exemption criteria as set forth in Section 21080(b)(4) (Specific actions necessary to <br /> prevent or mitigate an emergency) of the Public Resources Code. Furthermore, all <br /> improvements, maintenance and upgrades as proposed are categorically exempt from <br /> the requirements of the California Environmental Quality Act (CEQA) per Section 15301 <br /> (b) (Existing facilities of both investor and publicly-owned utilities used to provide <br /> electric power, natural gas, sewerage, or other public utility services) and (d) <br /> (Restoration or rehabilitation of deteriorated or damaged structures, facilities, or <br /> mechanical equipment to meet current standards of public health and safety...) <br />
