7.1.A. - Page 23 <br /> 8. This is only a suggested form, and lead agencies are free to use different formats; however, <br /> lead agencies should normally address the questions from this checklist that are relevant to <br /> a project's environmental effects in whatever format is selected. <br /> 9. The explanation of each issue should identify: <br /> a. The significance criteria or threshold, if any, used to evaluate each question; and <br /> b. The mitigation measure identified, if any, to reduce the impact to less than <br /> significance <br /> INITIAL STUDY CHECKLIST AND RESPONSES <br /> 1. AESTHETICS. Would the project: <br /> Potentially Less Than Less Than No <br /> Significant Significant Significant Impact <br /> Impact with Impact <br /> Mitigation <br /> Impact <br /> a. Have a substantial adverse effect on a scenic vista?t x <br /> b. Substantially damage scenic resources, including, but x <br /> not limited to,trees, rock outcroppings, and historic <br /> buildings within a state scenic highway? <br /> c. Substantially degrade the existing visual character or x <br /> quality of the site and its surroundings? <br /> d. Create a new source of substantial light or glare which x <br /> would adversely affect day or nighttime views in the <br /> area? <br /> ANALYSIS: Pipeline construction would occur in residential, commercial, and industrial areas in the City <br /> of Redwood City.The pipeline routes would be located in publicly-owned land or rights-of-way, primarily <br /> in existing roadways.The only permanent above-ground facilities proposed are the recycled water pump <br /> station and storage tank(s)to be located in the Greater Bayfront service area east of U.S. 101. U.S. 101 is <br /> not designated a state scenic highway in the vicinity of the project site. In addition, no new permanent <br /> sources of light or glare will be created by the project. <br /> Potential aesthetic impacts from the project include short-term visibility of construction equipment and <br /> equipment storage, and long-term (permanent) views of above-ground storage reservoir and pump <br /> station facilities. Pipeline installation in any one location would be considered a short-term visual impact <br /> not requiring mitigation. The reservoir and pump station location in the Greater Bayfront area is not <br /> considered scenic; it is a mix of uses and structure types, ranging from the relatively new and modern <br /> City Police Department facility to much smaller scale, older structures. The "Docktown" marina area is a <br /> mix of boats, eclectic architectural styles, and metal-sided buildings. The reservoir and pump station <br /> location within Central Redwood City (Red Morton Community Park) has greater scenic characteristics <br /> than the Greater Bayfront area, in that it is a community park with substantial landscaping and open <br /> areas. Although construction of the reservoir and pump station in these areas is not anticipated to <br /> 9 <br />
