7.1.A. - Page 40
potentially significant, the overall impact would be reduced to a less than significant level by the
short duration of the impact, and implementation of the above-listed noise controls.
Operational Noise — There would be no sources of noise associated with project pipelines or
storage reservoirs.
Pipelines are proposed to be underground and pressurized. The recycled water pump stations
would be housed within a structure designed with acoustical treatment to minimize pump noise
to the exterior.
Airport Noise —The Greater Bayfront areas are in proximity to the flight path of San Francisco
International Airport, and are also over-flown by aircraft approaching and departing the San
Carlos Airport. Therefore, for brief periods of time, the noise of large and small aircraft is
noticeable by persons living and working in those areas. Aircraft noise is not considered a
significant impact to construction workers who would install the recycled water facilities.
12. POPULATION AND HOUSING. Displace substantial numbers of people, necessitating
the construction of replacement housing elsewhere? X
ANALYSIS: The project would not directly contribute to an exceedence of official regional or local
population projections, nor would it displace any existing housing or people. The project would not
affect SBSA's wastewater discharge capacity, which is currently permitted by the RWQCB for 29 million
gallons per day (mgd). Additionally, although the project represents an extension of infrastructure (i.e.,
recycled water), the infrastructure is needed to meet the City's contractual water supply assurance limit,
and would not induce substantial population growth.
13. Would the project result in substantial adverse physical impacts associated
with the provision of new or physically altered governmental facilities, need for new or
physically altered governmental facilities, the construction of which could cause significant
26
