At a minimum, project scheduling should be <br /> coordinated with schools that have any classrooms within 50 feet of proposed construction <br /> activities. Alternatively, it may be possible for schools to temporarily relocate classes held in <br /> affected buildings to other buildings on campus. <br /> • Pipeline construction activities adjacent to public uses other than schools (libraries or <br /> community centers) should be coordinated with schedules of affected uses. <br /> • Off-site pump stations shall be enclosed within acoustically-treated structures to minimize pump <br /> station operational noise. <br /> TRANSPORTATION/TRAFFIC <br /> Prior to start of construction, a Traffic Management Plan (TMP) will be prepared and submitted by the <br /> contractor to the City for review and approval.The plan will provide a detailed approach for detours and <br /> to control traffic through the construction zone. The TMP will conform to Caltrans and City standards, <br /> and be filed with the City (and Caltrans, if necessary) before construction begins. The TMP may include <br /> the following items, depending on the specific characteristics of each construction zone: <br /> • The number of travel lanes during off peak hours will not be reduced below what is required to <br /> meet expected traffic volumes at a construction site. Mid-block construction sites can have lane <br /> closures that exceed these time limits where adequate capacity exists, except that a prohibition <br /> on night construction exists in residential areas. During all other times, pipeline construction <br /> trenches will be plated over to permit the use of all travel lanes. <br /> • If roadway closure is required, construction will only take place at night in non-residential areas, <br /> with a detour route clearly marked. During all other times, pipeline construction trenches will be <br /> plated over to permit the use of all travel lanes. <br /> • Emergency response service providers will be notified at least one week in advance of planned <br /> roadway closures, and provided a copy of the detour plans filed with the City.These providers <br /> include police and fire departments, and ambulance companies. <br /> • Local businesses/offices and residents will be notified at least one week in advance prior to <br /> planned street closures with the detour plan noticed in the local newspaper, and posted along <br /> the street closure route. <br /> • The construction contractor will keep access to intersecting streets open at all times. <br /> • If a required lane closure creates a single lane of traffic during construction, the remaining lane <br /> will be a 12-foot lane, or otherwise conform to standards described in A Policy on Geometric <br /> Design for Streets and Highways, published by the American Association of State Highway and <br /> Transportation Officials (AASHTO). Two flaggers will be stationed at both ends of the <br /> construction zone to safely direct two-way traffic over this temporary one-lane street. <br /> • Construction activities will not block access to emergency service provider locations such as <br /> police stations, fire stations, or ambulance companies. <br /> • Construction activities will not totally block business/office/residential parking lots and access <br /> points. Access to these facilities will be kept open. <br /> • Along streets in which parking will be temporarily lost, construction contractor will be required <br /> to post impacted streets one week prior to construction, notifying motorists that parking will be <br /> removed during the construction period and the duration of the construction period. <br /> 35 <br />
