7.1.A. - Page 48 <br /> • Vehicle idling time shall be minimized to the extent possible. <br /> • Water trucks or sprinklers shall be used in sufficient quantities to keep exposed soil surfaces <br /> damp enough to prevent dust. Watering should increase frequency when the wind speed <br /> exceeds 15 mph. <br /> • Pave, apply water three times daily, or apply non-toxic soil stabilizers on all unpaved access <br /> roads, parking areas, and staging areas at construction sites. <br /> • Sweep daily (with water sweepers) all paved access roads, parking areas and staging areas at <br /> construction sites. <br /> • Sweep streets daily if visible soil material is carried onto adjacent public streets. <br /> • Any dust-producing material shall be covered while being hauled. When necessary, loads shall <br /> also be watered down to reduce dust. <br /> • The contractor shall designate a person or persons to monitor the emission control program and <br /> to order increased watering, as necessary, to prevent transport of dust. <br /> BIOLOGICAL RESOURCES <br /> • Conduct preconstruction surveys for special status plants, such as Point Reyes bird's-beak and <br /> the slender leaved pondweed, for project facilities in or near the SBSA pond during the season <br /> when they can be positively identified, to ensure these species will not be impacted by project <br /> construction activities. <br /> • Army Corps of Engineers (COE). If COE determines waters are jurisdictional, obtain appropriate <br /> permits from COE for construction activity in the pond. <br /> • Project construction shall comply with the City's tree preservation regulations (Chapter 35 of <br /> Redwood City Municipal Code). <br /> CULTURAL RESOURCES <br /> • If any human remains are found during excavation or site preparation, construction activities <br /> shall be halted immediately and the Coroner and a professional archaeologist shall be consulted <br /> to evaluate the significance of the find. If the remains are Native American, the Native American <br /> Heritage Commission shall be notified. <br /> GEOLOGY,SOILS AND SEISMICITY <br /> • Detailed geotechnical analyses shall be prepared for the pipeline, and off-site storage tank and <br /> pump station facilities. Recommendations contained in these analyses shall be incorporated into <br /> project designs. <br /> • Contractor shall be required to implement San Mateo County Stormwater Pollution Prevention <br /> Program (STOPPP) Best Management Practices to minimize erosion and site run-off impacts. <br /> NOISE <br /> • Normally scheduled construction activities should adhere to the City's Noise Ordinance. <br /> • All construction equipment operated at the project site should be equipped with manufacturer's <br /> standard noise control devices (i.e., mufflers, engine enclosures, etc.). <br /> • Vibration/sonic-type pile drivers, rather than impact-type drivers, should be used with <br /> acoustically-treated engine enclosures and mufflers, wherever feasible. <br /> • All construction equipment should be inspected by the contractor at periodic intervals to ensure <br /> proper maintenance and hence, lower noise levels. <br /> • Wherever feasible, pipeline construction activities adjacent to any schools will be coordinated <br /> so that all construction, or at least the noisier phases of construction occur when schools are not <br /> 34 <br />
