7.1.B. - Page 2 <br /> More than 30 years ago, the cities and towns along with the County of San Mateo, <br /> decided to manage the San Mateo County Operational Area (SMCOA) through a Joint <br /> Powers Agreement (JPA) that established the San Mateo Operational Area Emergency <br /> Services Organization and outlined the operational structure of and funding formula for <br /> the SMCOA. The SMCOA is governed by the Emergency Services Council (ESC), <br /> which is made up of one representative from each City/Town Council and one <br /> representative from the County Board of Supervisors. <br /> In January 2013, at the direction of the ESC, a committee of emergency management <br /> professionals from City of Redwood City Fire Department, San Carlos Fire Department, <br /> San Mateo Human Services Agency (HAS), City of San Mateo Fire Department, South <br /> San Francisco Fire Department, North County fire Department, Central County Fire <br /> Department, San Mateo county OES and Foster City Fire Department was formed, and <br /> met several times over the past months to draft a new JPA Agreement. The focus of <br /> the group was to: <br /> • Modernize the agreement to include relevant language and address the issue of <br /> compliance with SEMS and the National Incident Management Systems (NIMS), <br /> which the County and all participating cities have agreed to. <br /> • Outline the over-arching responsibilities for the ESC and define the roles of the <br /> participants. <br /> During the review and revision process, it was determined: <br /> • The original JPA document is not on file with the California Secretary of State, <br /> which is required under the Government Code. <br /> • No Conflict of Interest Code has been adopted by the Authority and no Form <br /> 700s have been filed by Authority members representing their position on this <br /> particular Board. <br /> Substantive Changes to the JPA Agreement include: <br /> • The document has been revised in a format that is consistent with other Joint <br /> Powers Agreements. <br /> • Recitals have been added to provide clear explanation of the mission of the ESC. <br /> • Definitions have been updated to reflect current language used in the provision of <br /> emergency services and homeland security prevention, protection, response and <br /> recovery. <br /> • Minimum recommended training requirements for Authority members have been <br /> added to include ICS 100, 700 and 402, which will ensure an understanding of <br /> the NIMS compliance obligations as well as provide a background in basic <br /> emergency management. <br /> • Specific responsibilities of the City Council have been added to include <br /> designation of a person or persons to participate in the Emergency Services <br /> Association meetings and activities (staff level participant) <br /> • Non-voting member participants have been updated to include representatives <br /> from: <br /> o American Red Cross <br />
