By motion, authorize the City Manager to execute funding agreements with <br /> organizations identified in the Action Plan after FY13-14 HUD grant agreements for <br /> CDBG and HOME funds are received. <br /> M/Seybert/Foust to adopt the second staff recommendation. Motion carries <br /> unanimously by electronic vote 7-0. MINUTE ORDER 13-078 <br /> A Council Member addressed the various speakers thanking them, the public, the <br /> Committee Members and all the organizations present for their work and support. <br /> Another Council Member thanked the Committee and staff noting that this is not easy <br /> with everyone being deserving with heart-wrenching needs, and that a tremendous <br /> amount of work is done to transform lives. All the Council Members thanked the staff, <br /> with some mentioning Ms. Coffman and Ms. Chin by name, the Committee, and the <br /> community partners. Vice Mayor Gee also added his appreciation of the work done and <br /> noted that some unspoken things include the math and how funding is leveraged <br /> multiple times over in the City, San Mateo County and the Region. Mayor Aguirre noted <br /> that it has all been said and thanked the two ladies that spoke first for their valor, <br /> strength, and hope. <br /> 8. STAFF REPORT(S) <br /> A. Appointment to the Parks, Recreation and Community Services <br /> Commission for one unexpired seat ending May 31, 2014 (209) <br /> Recommendation: <br /> By roll call vote, appoint one applicant to one unexpired seat on the Parks <br /> Recreation and Community Services Commission. The list of applicants <br /> selected for consideration includes: Margaret McDonough Becker, Richard <br /> Hunter and Anne Palu. <br /> By roll call vote the City Council appointed Rick Hunter to the unexpired seat on the <br /> Parks, Recreation and Community Services Commission with five votes in favor <br /> (Council Members Foust, Ira, Pierce, Seybert, and Vice Mayor Gee). Mayor Aguirre <br /> and Council Member Bain voted for Anne Palu. MINUTE ORDER 13-079 <br /> B. Revised Capital Improvement Program budget for fiscal year 2013-14 <br /> (501) <br /> Recommendation: <br /> Review the proposed revisions to the Capital Improvement Program (CIP) <br /> budget for fiscal year 2013-14 and provide direction to staff. <br /> Dr. Bell, City Manager, said there will be two CIP updates - one for the City and one for <br /> the Port and the wharf.
