Dr. Bell noted that he and Mr. Giari will continue <br /> to work together on shared analysis and economic opportunities between the City and <br /> the Port to bring back to the City Council. Dr. Bell also noted that Mr. Giari was here at <br /> the request of the Mayor and Vice Mayor thanked him for being very receptive and for <br /> coming here to present. <br /> D. Resolution of the City Council of the City of Redwood City Approving <br /> and Adopting the City of Redwood City Climate Action Plan (205) <br /> Recommendation: <br /> Adopt by resolution the City of Redwood City Climate Action Plan. <br /> RESOLUTION NO. 15258 OF THE COUNCIL OF THE CITY OF REDWOOD CITY, <br /> TO ADOPT THE REDWOOD CITY CLIMATE ACTION PLAN <br /> Dr. Bell said this is the culmination of work done by a Council Subcommittee composed <br /> of Council Members Bain and Pierce along with some staff members. They have <br /> revised the former plan to include specific and measurable objectives, which includes <br /> having the City take the lead for good stewardship in being able to leverage our <br /> resources and partner with others doing the same thing. Dr. Bell also acknowledged . <br /> and thanked various staff for their work on this, which included Vicki Sherman, who will <br /> later provide the presentation, Deanna LaCroix, and Audrey Seymour Ramberg. Ms. <br /> Sherman made the presentation (on file) noting that things have evolved over time, <br /> such as the need to meet current federal and state guidelines. <br /> A number of the Council Members expressed their thanks to staff and the <br /> Subcommittee for their work on the Plan. <br /> Public Comment <br /> Shaunn Cartwright, representing Peninsula Direct Action, spoke about perceived <br /> conflict with and vio�ations of the Brown Act. She also spoke about the need for more <br /> affordable housing in relation to the existence of Pete's Harbor; how boats float while <br /> other things will sink; sea level rise is an issue, and she also questioned the EIR <br /> (Environmental Impact Report) as not being correct. <br /> Ms. Thompson, City Attorney, clarified that comments should be related to subject <br /> matter as per the Brown Act. She explained that the public policy behind the Brown Act <br /> is that there are no items that Council can discuss and act on if it is not on the agenda, <br /> but that staff and Council may provide factual clarity under the law. <br /> James Lee submitted a letter from the State Lands Commission to Mr. Paul Powers' <br /> attorney about the Environmental Impact Report. He expressed concern about climate <br /> change, sea level rise, and commented on what happened with Bair Island as great in <br /> terms of restoration and he credited the work done by activists in the 1980s.
