public plaza that orients people coming out of the Caltrain station, which is being
designed and collaborated with Hunter Storm.
Ed Storm thanked Council and staff for the Precise Plan that he opined would set the
future success of this project. A video was presented to Council on what the project
would look like from different angles of the property. According to Mr. Storm, the
development is now called Crossing 900, because the location is at 900 Jefferson
Avenue and 900 Middlefield Road. Furthermore, Crossing is associated with trains like
Caltrain. Mr. Storm then stated that this project and naming of it was a collaboration; he
is waiting to go forward and start construction in September.
Council Discussion
A Council Member commented on how amazing the video was. He congratulated those
involved on the project. He opined that it captured the vision of the Precise Plan and
the public plaza. Furthermore, he was impressed with the architecture, which he stated
was "simple, but classy." The same Council Member also commented the corner of the
project being a challenge and commended the group for fixing it.
Another Council Member was glad to see how this project had evolved compared to the
last time it went to Council. He opined that the design was much better now, because it
tied into the fabric of the community. Furthermore, he stated that before there were
questions about Depot Circle and now these had evaporated. The same Council
Member said that public space is important and it had been worked into the design.
One more Council Member said she appreciated the work staff and the subcommittee
had done. She would like to see more frequent updates and more information and
visual of the Depot Circle area. She would also like staff to talk about the transportation
demand measures, particularly the daytime parking and transportation.
Mr. Ekern replied that the Precise Plan and EIR (Environmental Impact Report) had
identified mitigation measures that were needed to not create traffic impacts. He said
that this will be discussed more with the Planning Commission and later Council.
Furthermore, he stated that he hoped that the train travel and project will be successful,
so that parking would be available to the general public. He mentioned that the parking
agreement was part of the development parking available to the general public. Mr.
Ekern also hoped that there would not be extra or unused parking in the evening.
Dr. Bell added that the City was in the process of conducting a Parking Study, and it
would be reviewing the changing rates and hours. The same Council Member replied
that she would like the issue of the daytime parking to be addressed quickly, agreed
that there will be a decrease of parking use and a reliance of Caltrain, and was
concerned about parking for Redwood City residents. She mentioned the parking
garage at the San Jose Airport as a unique example to possibly incorporate into the
City's parking. Mr. Ekern replied that there was already quite a bit of parking downtown
but needed to be utilized.
JOINT COUNCIL/SUCCESSOR AGENCY BOARD June 10, 2013
MEETING MINUTES PAGE 8
MINUTE BOOK NO. 64
Page No. 380
