A. Adoption of the Second Amendment to the South Bayside Waste <br /> Management Authority (SBWMA) Joint Powers Authority (JPA) <br /> Agreement to change the composition of the Board of Directors, <br /> appointment of a representative and alternate from the Redwood City <br /> City Council to serve on the SBWMA Board, and direction to the new <br /> Board, if established, regarding further amendments to the JPA <br /> Agreement (304) <br /> Assistant City Manager Ramberg discussed details regarding the Blue Ribbon Task <br /> Force, which met twice and Council Member Ira was the Chair. She observed that the <br /> Task Force was comprised of elected officials, and voted to change the JPA <br /> Agreement to change the composition of the Board and have a technical advisory <br /> committee to support the Board, and include a Code of Conduct. She added that if <br /> Council approved this tonight, then the Council would need to appoint a member and <br /> an alternate to serve on such Board. In addition, other members of the Board have to <br /> discuss and approve these resolutions with their cities. <br /> Vice Mayor Gee asked the Assistant City Manager to provide a characterization of the <br /> Task Force meetings. She answered that generally the members were collaborative <br /> and had a like-minded approach. <br /> M/S Seybert/Gee to approve all three recommendations. <br /> Recommendation: <br /> Approve a resolution to adopt the Second Amendment to the South Bayside <br /> Waste Management Authority (SBWMA) Joint Powers Authority (JPA) <br /> Agreement to define the SBWMA Board of Directors as being comprised of an <br /> elected official from each of the member agencies' governing bodies, B) Appoint <br /> a representative and alternate from the Redwood City City Council to serve on <br /> the SBWMA Board and C) Make a Motion to direct that the new SBWMA Board, <br /> if formed, further amend the SBWMA JPA Agreement, within six months of being <br /> seated, to add a Code of Conduct and appoint a Technical Advisory Committee. <br /> MINUTE ORDER 13-124 <br /> RESOLUTION NO. 15281 OF THE CITY OF REDWOOD CITY APPROVING THE <br /> SECOND AMENDED AND RESTATED JOINT EXERCISE OF POWERS AGREEMENT <br /> FOR THE SOUTH BAYSIDE WASTE MANAGEMENT AUTHORITY <br /> Council voted 4-0 in favor via roll call vote with three Council Members absent <br /> (Foust, Ira and Pierce). <br /> Items 8.8 and 8.8 were taken earlier on the agenda. <br /> B.
