Commitment of Quimby Act Funds To Fund Park Improvements (501) <br /> Recommendation: <br /> Approve, by motion, the Parks, Recreation and Community Services <br /> Commission and staff's request to commit and encumber $87,626 from the <br /> City's Quimby Act — Subdivision Park In Lieu Fees Fund to develop and <br /> construct new playground amenities located at Hawes Park, Stulsaft Park, <br /> and Red Morton Park. MINUTE ORDER 13-126 <br /> Mr. Beth, Director of Parks, Recreation, and Community Services, presented for the first <br /> time a report on the Park Impact Fees and Quimby Act Funds. He requested the use <br /> of the funds for park projects and thanked Council for its support of parks. Mr. Beth <br /> mentioned the Capital Improvement Project (CIP) Funds and thanked the Community <br /> Development Director and staff for their assistance on park projects. He provided the <br /> definitions of the Park Impact Fee Ordinance and Quimby Act Implementation <br /> Ordinance. <br /> He highlighted Marlin Park through CIP, Dove Beeger Park, and Westwood Park. Mr. <br /> Beth showed pictures of park projects like Mezes Park and Jardin de Ninos. He <br /> provided a list of parks that need to be worked on. The immediate need is for the Main <br /> Street Park and Linden Park Projects, which were highlighted in item 7F. They have <br /> concept plans, but have not moved further yet until they receive funding. Mr. Beth <br /> further discussed the park impact fee project list, and asked Council to approve the <br /> three recommendations. <br /> One Council Member thanked Mr. Beth and confirmed that parks affect people's lives. <br /> He is excited about the upcoming projects. Vice Mayor Gee also thanked Mr. Beth and <br /> the Parks and Recreation Commission for its leadership. He also was appreciative the <br /> breakdown of the funds. Mayor Aguirre said it was a great report. <br /> M/S Gee/Bain by motion to approve Agenda Item 8E. Council voted 4-0 in favor via <br /> roll call vote with three Council Members absent (Foust, Ira and Pierce). <br /> F.
