Recommendation: <br /> 1. Staff outline of a process to explore the development of a Community <br /> Benefit Program for future consideration by the City Council (301) <br /> Recommendation: <br /> The purpose of this staff report is to present a proposed process to explore <br /> the creation of a Community Benefit Program. No action is required. <br /> Community Development Director Ekern discussed the Community Benefits Planning <br /> Process. The Department would like to have a survey completed by October 2013, <br /> present to Council the findings in January 2014, and then present a Strategic Plan in <br /> February 2014 to Council. He emphasized the need and opportunity to hear from the <br /> community to make sure development benefits the City. He identified cities that were <br /> looking at community benefits and development partnerships. <br /> One Council Member thanked Mr. Ekern for his preciseness. He would like to partner <br /> with those, like development, landlords, and building and trades who are part of the <br /> community benefits stakeholders. <br /> Vice Mayor Gee said community engagement was important and he cautioned to be <br /> mindful of timeline and resources and to not over-reach. Mayor Aguirre said she was <br /> looking forward to this discussion and she believes this relates to the Strategic Plan. <br /> She concurred with Vice Mayor Gee about the time frame. The Mayor stressed the <br /> need for housing and important services. <br /> Public Speakers <br /> Kirsten Snow-Spalding, with the San Mateo County Union Alliance, stated that she had <br /> the experience and knowledge of working at the regional level on the One Plan Bay <br /> Area.
