A. Approve claims and checks dated July 22, 2013 and the usual and <br /> necessary payments through August 26, 2013 (303) <br /> MINUTE ORDER 13-143 <br /> 7. PUBLIC HEARING(S) <br /> A. Block 2 Development Approval Actions (100) <br /> Dr. Bell, City Manager, provided an introduction for this potential project that is subject <br /> to Council approval as a next stage of our powntown Precise Plan. He related how <br /> both the Council and the community have been involved in the visioning process with 4 <br /> to 5 study sessions over the last few years about the area next to the train station <br /> between Middlefield Road and Jefferson Avenue. Staff has also been working with <br /> Council Subcommittee Members Foust and Seybert for feedback. This project has <br /> many components as it relates to the DDA (Disposition and Development Agreement), <br /> public areas, street designs, parking, and communication strategies during construction, <br /> and that all will be covered in the presentation. <br /> Mr. Lyon, Planning Manager, made the presentation to Council (on file) on behalf of <br /> Community Development Director Ekern who was absent. Mr. Lyon said he would <br /> mostly focus on three areas: Downtown Precise Plan Amendments, Vesting Tentative <br /> Map and Downtown Planned Community Permit, and the Disposition and Development <br /> Agreement. He reviewed the following: the removal of the Depot Circle concept and the <br /> Theater Way extension due to changes that no longer include elevation of the train <br /> tracks; changes include exposed surface parking; City owned and operated signs; the <br /> correct project name is 950 Middlefield Road but it has also been known as Block 2 and <br /> the current marketing name is Crossing 900; the vesting tentative map, right of ways, <br /> relocation of the culvert, and a City parcel conveyance. <br /> Mr. Lyon then focused on parking and noted there are 211 existing parking spaces <br /> which will be moved forward with the development of the property with 290 public <br /> parking space with validation (for nights and weekends) and 614 additional parking <br /> spaces for a total of 904 parking spaces; an accessible public space in front of the plaza <br /> that will be privately owned and maintained as well as private spaces. He said the goal <br /> is to minimize impact on surrounding businesses during construction and ensuring <br /> secured construction parking through agreements outside of downtown; improve <br /> signage, website, flyers, and communication information for free, valet and other <br /> parking such as shared parking agreements. He also mentioned an innovation the <br /> mobile toll "parker" application that will help find free parking spaces in real time for <br /> certain areas. Other items such as pay by phone applications for parking by smart <br /> phone; multi-space meters to be able to pay for additional time at any meter in <br /> downtown area; conducting a parking supply analysis for overall efficiencies, and <br /> occupancy rates and discerning where demand were also touched upon. <br /> Mayor Aguirre opened the Public Hearing. <br /> CITY COUNCIL July 22, 2013 <br /> MEETING MINUTES PAGE 10 <br /> MINUTE BOOK NO. 64 <br /> Page No. 407 <br />
