Public Comment
Angela Rezab, representing On Broadway Investors LLC., with Broadway investors said
they are in support of the project as beneficial to their tenants in the long-run. They
want to ensure their tenants rights, under their leases, are protected under parking
services agreement and they have met with various staff and are currently working with
the developers. She feels the process has been cooperative and positive.
Kari Ortloff Evender, representing J & S Management, said they own and manage a
commercial office high rise at 702 Marshall Street and are concerned about parking
during construction. She said the City's EIR (Environmental Impact Report) does not
address interim parking and they want to be involved in the process to provide input
about additional interim surface parking during the construction period. She said they
have not been contacted about this. Dr. Bell said they would be happy to meet with
them to address their interests and concerns about parking and asked Mr. Lyon to
provide clarification regarding downtown parking.
M/S Foust/Seybert to close the Public Hearing. Motion carried by unanimous voice
vote.
Mr. Lyon said the developer's project team is available to make a presentation if
desired. Mayor Aguirre agreed on behalf of Council.
A Council Member noted that the City does have a master EIR (Environmental Impact
Report)for powntown that provides guidance for the Downtown Precise Plan. Mr. Lyon
added that one of the practices at the staff level is to go through their EIR checklist,
which is attachment 1 to the staff report, to make sure the project is consistent. He also
noted that the development agreement does address the parking concerns.
Deke Hunter, representing the developers and owners of the Crossing 900 project said
they have gone over the threshold to meet requirements. He said they have over ten
projects in Bay Area and said he shares this to highlight that they have had the
opportunity to work with many jurisdictions and the job from staff was exemplary with
highest degree of professionalism and a lot hard work. He shared that the name
Crossing 900 was very literal and both blocks, coincidentally are at 900 for both
Jefferson and at Broadway as gateways to Redwood City. He shared a video clip (on
file) of the project.
Council discussion
One Council Member expressed concern that the City is losing some of the fun stuff to
do, such as the loss of Mel's Bowl and the sale of Malibu Grand Prix and encouraging
these types of businesses as tenants that are open for families and children during the
day and possible nightclubs at night to enhance downtown. Another Council Member
expressed appreciation that the project is classy with the brick mirroring City Hall and
the Library and is in keeping with the Precise Plan; and, also suggested that photos be
put up so that people will be able to see what will be coming and to build excitement
and possibly attract potential tenants.
CITY COUNCIL July 22, 2013
MEETING MINUTES PAGE 11
MINUTE BOOK NO. 64
Page No. 408
