Buckley Stone, President of the nonprofit Save the San Francisco Bay Area Marinas for <br /> All, spoke in favor of public access to the Smith's Slough area and having a public <br /> marina. He commented on events pertaining to Mrs. Uccelli, the Pauls Corporation, and <br /> the State Lands regarding the deeds, leases, privatizations, and a public marina. He <br /> opined that public access to a public marina on publicly deeded property is all anyone <br /> wants and asks for. <br /> Alison Madden spoke in favor of keeping an open mind regarding public access and <br /> parking for a public marina at Pete's Harbor. She said they have an application in and a <br /> full-fledged body of professional people capable of running the marina. She said BCDC <br /> never had a permit for the docks, only for the waterfront restaurant, and questions the <br /> overlapping jurisdictions between City and federal; what is public and what is or is not <br /> appropriate for federal property. She opined that the private parking signs are <br /> inappropriate. She said that more information can be found at www.sfmarinasforall.org. <br /> Wendy Stone said that she does not have much else to add to previous speakers' <br /> comments about Pete's Harbor, but she opined that the EIR (Environmental Impact <br /> Report) goes against what residents of San Mateo County and Redwood City would <br /> want for this area. She wants a new EIR to update everything, including sea level rise, <br /> and opined that it should not be fast-tracked due to concerns about this area. <br /> CITY COUNCIL: Waive reading of the consent calendar and the full text of ordinances <br /> and resolutions, and approve the Consent Calendar items. <br /> A Council Member spoke to Item 6.1 I, Response to Civil Grand Jury Report entitled <br /> "South Bayside Waste Management Authority (SBWMA) Board - Elected Officials or <br /> Senior Management Staff?" and expressed appreciation of the Mayor's letter and report <br /> about changing the governance structure of SBWMA and opined that the Blue Ribbon <br /> Task Force did its work for governance by elected officials, but did not think the Grand <br /> Jury did theirs and they did not follow their own earlier report that recommended what <br /> the Blue Ribbon Task Force has recommended. <br /> Two Council Members spoke to item 6.3A, Mental Health Association (MHA) of San <br /> Mateo County Site Acquisition for Affordable Housing. One spoke about the City's <br /> continued commitment to affordable housing, despite the State's takeaway of funding <br /> for this, and they have found another way to support property for seriously low income <br /> affordable housing through mental health. The other Council Member said this item is <br /> for the site acquisition for affordable housing by the MHA and shared how the City and <br /> the Housing and Human Concerns Committee had recommended $400,000 of <br /> Community Block grant funds for this. Moreover, the (MHA) will contribute $100,000 <br /> and is also applying for other funds from the Housing and Endowment Regional Trust of <br /> San Mateo County (HEART), so they could serve low income housing the needs. <br /> A Council Member asked the City Manager and City Attorney to provide clarification <br /> regarding a speaker's comment about the City of Menlo Park being sued for not having <br /> an approved Housing Element for over twenty years and noted this City does have an <br /> CITY COUNCIL July 22, 2013 <br /> MEETING MINUTES PAGE 4 <br /> MINUTE BOOK NO. 64 <br /> Page No. 401 <br />
