The motion passed by a unanimous roll call vote <br /> 4. STAFF REPORTS <br /> A. Authorization of Browning Ferris Industries (BFI) to Purchase Containers for the <br /> Collection of Yard Waste Materials as part of City's Residential Curbside Recycling <br /> (803) <br /> Finance Director Ponty provided a summary report regarding the need of the South Bayside <br /> Transfer Station Authority to increase the current residential yardwaste participation rate of <br /> 25.7 percent whereas the average statewide participation rate is 70-72 percent, with Redwood <br /> City's participation rate at 36 percent. It was noted that the State has mandated a 50 percent <br /> diversion rate by all cities by the year 2000, with potential fines to be levied by the California <br /> Integrated Waste Management Board. He reported that while participation is optional, the costs <br /> will be shared by all customers, which will result in a rate increase of approximately 1.7 <br /> percent, dependant upon number of participating jurisdictions. <br /> Discussion ensued regarding diversion calculation timeframes, pre-purchased bins credit <br /> issuance of $60 per residence by BFI, apartment dwelling participation, commercial use by <br /> gardeners, self haulers participation quantities and ratios are not included, the short timeframe <br /> of twelve months for compliance with potential fines, and past rate increases of 1990-92 =2.4 <br /> %; 92-93=1 %; 1994=13 Y. %; 1995=12.1%; 1996 =8.5 %; 1997=0; 1998=0. <br /> Dan Day, BFI representative, stated the consultant is now looking at a rate increase of 14% to <br /> apply fiscal year 1999, which is dependant on revenue shortfalls and higher expenses. <br /> Discussion ensued regarding previous rate increases, past effectiveness in increasing <br /> participation rates, potential maximum increase expectations, commercial participation and <br /> how public information and education efforts can be a major factor in increasing participation <br /> at all levels. <br /> MIS ClairelHartnett to authorize Browning Ferris Industries (BFI) to purchase containers for <br /> the collection of yard waste materials as part of Redwood City's residential curbside recycling <br /> program and to recommend that for the next six months conduct a survey program to identify <br /> other areas of Redwood City which are not participating and to encourage them to increase <br /> recycling and yardwaste disposal. <br /> There was further discussion regarding continual rate increases with only one year left to <br /> comply and low percentage participation, apartment renters and seniors participation potential <br /> REGULAR COUNCIL MEETING MINUTES BOOK NO. 57 DECEMBER 7,1998 <br /> MINUTES Page 224 PAGE 4 <br />
